Job description

Nationwide IT Services, NIS, is seeking a Engineer, Systems IV (ESY4) - Lead Technical Architect, for a potential opportunity to serve as the senior technical lead responsible for the architecture, design, modernization, security, and sustainment of the ESI.mil public-facing website and internal Content Management System. This role provides technical direction across software development, system integration, cybersecurity compliance, Section 508 accessibility, data management, release planning, and platform modernization activities.

The Lead Technical Architect will work closely with the Project Manager, Government Technical Point of Contact, development team, cybersecurity personnel, and stakeholders to ensure ESI.mil remains secure, reliable, accessible, scalable, and aligned with Government mission needs. The role supports architecture decisions, technical reviews, backlog refinement, release planning, vulnerability remediation, and implementation of adaptive capability enhancements., * Provide technical leadership for ESI.mil website and CMS sustainment, modernization, enhancement, and operations support.

  • Lead solution architecture, system design, technical planning, and implementation strategies for approved website and CMS changes.
  • Support continuous website operations, including troubleshooting application issues, resolving defects, safeguarding data integrity, and preventing service degradation.
  • Guide secure software development practices, cybersecurity remediation, monthly security reviews, software library updates, and vulnerability response activities.
  • Support compliance with applicable DoD, DON, NIWC PAC, RMF, STIG, CUI, NIST, DFARS, and secure development requirements.
  • Ensure new and existing website features support Section 508 accessibility requirements and accessible design practices.
  • Lead technical analysis for adaptive enhancements, including secure portals, CAC-enabled access, search improvements, license transfer databases, reporting features, workflow automation, data analytics, AI/ML-enabled capabilities, and mobile-friendly development.
  • Coordinate with DON OA ITD and Government stakeholders to support QA, UAT, production deployments, CI/CD practices, and release readiness.
  • Provide technical input to the product backlog, product release roadmap, risk register, system documentation, architecture artifacts, and CDRL deliverables.
  • Support RMF/ATO and Certification & Accreditation documentation, including technical inputs for system security, vulnerability assessment, STIG, SAR, POA&M, and related artifacts.
  • Oversee source code quality, configuration management, version control, integration testing, deployment planning, and technical documentation updates.
  • Identify technical risks, dependencies, constraints, and modernization opportunities; recommend practical mitigation strategies.
  • Mentor technical team members and ensure architecture, coding, testing, and deployment activities follow approved quality and delivery processes., For this task order, the Lead Technical Architect will be responsible for guiding the technical execution of ESI.mil sustainment and modernization. The role will help ensure uninterrupted operations, secure development, compliance support, accessibility, release quality, and successful implementation of Government-prioritized enhancements across the website and CMS.

Requirements

  • Demonstrated experience leading architecture, design, and implementation of Federal IT, web application, CMS, or enterprise software systems.
  • Strong experience with secure software development, application modernization, system integration, and web platform sustainment.
  • Experience supporting cybersecurity compliance, vulnerability remediation, STIG implementation, RMF/ATO documentation, or related Federal security requirements.
  • Knowledge of Section 508 accessibility standards and accessible web design practices.
  • Experience with agile development, backlog refinement, release planning, testing, and CI/CD-supported delivery.
  • Experience developing or maintaining technical documentation, architecture artifacts, release documentation, and system support materials.
  • Ability to coordinate effectively with Government stakeholders, developers, cybersecurity teams, testers, and operations personnel.
  • Strong written and verbal communication skills, including the ability to explain technical risks, options, and recommendations to technical and non-technical audiences.

Desired Experience

  • Experience supporting Navy, DoD, NIWC, NAVWAR, SeaPort NxG, or similar Federal IT programs.
  • Experience with public-facing Government websites, internal content management systems, software procurement platforms, or enterprise knowledge portals.
  • Familiarity with CMMI Level 3, ISO 9001, ISO 20000, ISO 27001, and quality-controlled delivery environments.
  • Experience with Azure DevOps, Microsoft Visual Studio Online, Git-based repositories, Jira, or similar backlog, source control, and release management tools.
  • Experience with React, Angular, SQL Server, PostgreSQL, API gateways, search technologies, BI dashboards, automation tools, or cloud / FedRAMP-aligned environments.
  • Experience supporting secure user registration, CAC/PKI-enabled access, role-based access control, and data protection for sensitive or CUI-related information.
