Portfolio Strategy & Governance
- Define, maintain, and execute the applications portfolio in alignment with Millstone's business and technology roadmaps.
- Establish and enforce portfolio governance frameworks, intake processes, prioritization criteria, and stage-gate reviews.
- Maintain a current, accurate inventory of all applications, including ownership, dependencies, lifecycle stage, total cost of ownership (TCO), and business criticality.
- Lead application rationalization initiatives to retire redundant systems, consolidate capabilities, and optimize licensing and vendor spending.
PMO Leadership & Delivery Oversight
- Partner with the business leadership to standardize project, program, and portfolio management practices across application initiatives.
- Oversee the planning, execution, and delivery of application projects, ensuring adherence to scope, schedule, budget, and quality targets.
- Implement and continuously improve PMO methodologies (Waterfall, Agile, and Hybrid) tailored to portfolio needs.
- Manage portfolio-level RAID (Risks, Assumptions, Issues, Dependencies) logs and drive timely resolution and escalation.
- Produce executive-level dashboards, KPIs, and status reports that provide transparency into portfolio health and performance.
Financial & Resource Management
- Develop and manage the applications portfolio budget, including capital and operating expenditures, vendor contracts, and licensing.
- Forecast resource demand and partner with functional leaders to allocate the right people to the right initiatives at the right time.
- Track benefits realization, ensuring that approved investments deliver the expected business outcomes and ROI.
Stakeholder & Vendor Management
- Serve as a point of contact for business stakeholders, executive sponsors, and vendor partners regarding the applications portfolio.
- Facilitate Portfolio Review Boards, Steering Committees, and other governance forums.
- Manage vendor performance, SLAs, and contract renewals for application providers and implementation partners.
- Build strong relationships across IT, business units, security, compliance, and enterprise architecture teams.
Lifecycle, Risk & Compliance
- Oversee end-to-end application lifecycle activities, from intake and selection through deployment, sustainment, and retirement.
- Ensure all applications adhere to MMO's information security, data privacy, regulatory, and audit requirements.
- Drive continuous improvement of portfolio processes, tooling, and reporting., * Strategic Thinking - translates business goals into a coherent applications strategy and roadmap.
- Executive Communication - distills complex technical and portfolio information for senior leadership.

Requirements
Millstone Medical Outsourcing is seeking an experienced Applications Portfolio Manager to lead the lifecycle oversight of our enterprise applications portfolio. This senior role bridges business strategy, technology delivery, and Project Management Office (PMO) practices to ensure that our portfolio of business and technology applications delivers measurable value, operates efficiently, and aligns with Millstone's long-term objectives. The successful candidate will bring deep PMO experience, a PMP certification, and a proven track record of managing complex, multi-application portfolios within a structured governance framework., * Bachelor's degree in Information Technology, Business Administration, or a related field.
- Project Management Professional (PMP) certification from PMI is required.
- Minimum of 5 years of progressive IT experience, including at least 3 years in a PMO, program management, or portfolio management capacity.
- Demonstrated experience managing a portfolio of enterprise applications (ERP, CRM, HRIS, finance, operations, or similar) across the full lifecycle.
- Strong AI competence and AI continuous development.
- Strong working knowledge of PMO frameworks and standards, including PMI PMBOK, and familiarity with Agile/Scrum, and Hybrid delivery models.
- Proven experience with portfolio governance, application rationalization, and benefits realization.
- Strong financial acumen with experience managing multi-million-dollar IT budgets, vendor contracts, and software licensing.
- Excellent leadership, facilitation, negotiation, and executive communication skills.
- Hands-on experience with portfolio and project management tooling (e.g., MS Project, Smartsheet, Jira, ServiceNow SPM, Planview, Clarity, or equivalent)., * Additional certifications such as PMI-ACP, ITIL, AI.
- Experience leading enterprise application modernization, cloud migration (SaaS, PaaS, IaaS), or M&A integration programs.
- Familiarity with enterprise architecture principles and application portfolio management (APM) tools.
- Prior experience working in a regulated industry or environment with strong audit and compliance requirements.

Work Environment
This is a full-time, exempt position. The role is on-site. Occasional travel may be required to support vendor engagements, project sites, or organizational events.
