Job description

The Orange County Information Technology (OCIT) - Client Services Division is seeking an experienced and dynamic manager who will provide account management and service delivery support to the Social Services Agency and other departments as needed. The IT Business Relationship Manager interacts closely with County departments and is responsible for overall customer well-being such as monitoring customer satisfaction, understanding customer business practices, proactively addressing issues, and acting as an escalation point-of-contact if needed. The IT Business Relationship Manager will act both as an advocate and liaison between the assigned department and the OCIT organization. The IT Business Relationship Manager's duties and responsibilities include the following:

  • Working in a multidisciplinary IT environment, including IT teams and coordinating efforts to meet business goals
  • Acting as a strategic partner within the business unit to facilitate IT project initiation, requirements shaping, and prioritization
  • Explaining and presenting complex, technical information clearly to different levels of staff, management, and executives
  • Maintaining and updating policies and procedures in alignment with best business practices
  • Staying informed of policy changes and collaborating with County departments to meet emerging challenges
  • Reviewing all IT-purchase requests to ensure compliance, relevancy, and proper funding sources
  • Overseeing and developing multi-year technology strategy and financial plans to meet department IT needs and ensure effective service delivery
  • Making policy recommendations and business decisions using sound judgement and risk management

Requirements

In addition to the minimum qualifications, the ideal candidate will possess at least two (2) years of work experience analyzing, researching and communicating complex technical solutions within a business or enterprise IT environment, as well as demonstrated knowledge of IT-related budgets, procurement processes and business operations that support enterprise technology services. The ideal candidate will have experience in the following competencies: Technical Knowledge | Technical Experience

  • Ability to analyze, research, and understand technical solutions

  • Knowledge of budgets, procurement, and business processes related to IT services

  • Experience with Microsoft Office Suite, Office 365 Cloud Services, and mobile devices

  • Reviewing and facilitating strategic plans to ensure compliance with program and budget requirements

  • Analyzing qualitative and quantitative data to evaluate effectiveness and overall performance of OCIT service delivery

  • Utilizing a variety of resources and gathering information to identify areas of improvements and recommend quality improvements Leadership Skills

  • Working collaboratively and establishing rapport with staff, managers, and people across County departments

  • Acting as the department liaison and providing accurate information related to business programs, business priorities, operations, and technology

  • Leading and overseeing OCIT service delivery and enterprise teams to ensure business needs are met

  • Building and maintaining positive forward focused customer-oriented work environments

  • Foster team atmosphere and reward collaboration Oral and Written Communication Skills

  • Collaborating effectively and fostering a positive business relationship with various County departments

  • Communicating effectively on sensitive issues, demonstrating excellent conflict resolution skills and diplomacy which leads to successful outcomes

  • Listening effectively and building consensus among diverse groups for the purpose of meeting IT business objectives

  • Writing and speaking clearly, succinctly, and persuasively to clearly convey information LICENSE REQUIREMENT Possession of a California Class C Driver License is Required.
