Job description
Duties Description As part of the Informatics Unit, within the Bureau of Informatics and Technology (BIT), the Data Analyst 1 will work under the direction of a Data Analyst 2 in support data quality for the Statewide Planning and Research Cooperative (SPARCS) and the All-Payer Database (APD), including:
- Develop and test repeatable code/methods to create data quality reports;
- Implements and adheres to a publishing schedule for data quality reports and dashboards; updating materials weekly, monthly, quarterly or yearly as determined by the Data Quality Strategy;
- Peer reviews code used in the development of data quality reports and dashboards;
- Supports data analysis, data quality investigations, writing up issues and keeping track of resolution;
- Conducts de-identification reviews and data quality reviews; to ensure the public use file data meets the standards for public release;
- Peer reviews code used in the testing of public use files;
- Assists, as necessary, other Departmental systems with the automation of files and deidentification of data;
- Other duties as assigned.
Requirements
Minimum Qualifications Non Competitive Candidates: Four years of experience* in data visualization, and statistical models and data mining tools and satisfactory completion of a two-year traineeship; OR six years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: An associate's degree may substitute for two years of general experience; or a bachelor's degree may substitute for four years of general experience. A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
Preferred Qualifications: Preferred Qualifications: Knowledge of the Healthcare claims lifecycle and experience working with large relational data models; Experience using programming tools such as SQL, SAS, or comparable platforms for data aggregation, data cleaning and analytical queries; Experience with data visualization tools, such as Tableau or Power BI; Desired skills include strong organizational abilities, analytical judgment, and attention to detail; Ability to translate complex technical findings into clear, actionable information for non-technical audiences and decision-makers.

Additional Comments Work hours and telecommuting availability (50% maximum) for this position will be discussed during the interview process, and are subject to operational needs and the telecommuting application process. Any non-telecommuting days are required to be in-person in the Corning Tower in downtown Albany, NY.
