Job description

The contractor shall deliver (under Government COR direction) Senior Project Manager Subject Matter Expertise (SME). The SME assigned will be expected to work independently (under the direction of the COR) to deliver the following:

  • Serve as a SME in the field and Federal and Industry Project Management.
  • Develop complex multi-phased Project Plans in identified applications to track tasks, assignments, milestones, (in Microsoft Project and Excel Spreadsheets), against established scope, resources, and budget.
  • Works with CIO, Deputy CIO (DCIO) and Chief Information Security Officer (CISO) to plan for migration of on-premise hosting of applications, systems, databases and mass storage of sensitive data to secure government certified cloud platform providers.
  • Works with CIO, Deputy CIO (DCIO) and Chief Information Security Officer (CISO) to continually assess risk to project and advise on solutions to avoid project scope and schedule slip.
  • Develops project plans to meet Cloud Service and Platform as a Service (PaaS) objectives by analyzing all project objectives and resources.
  • Administratively prepare for Agency Project Meetings and under the direction of the Government Lead IT Project manager (or delegate) to capture the actions and tasking's originating from the project meetings.
  • Establish, edit and/or maintain various project artifacts in a central repository such as SharePoint, (maintaining sequential version control integrity and naming conventions).
  • Build meeting agendas and track assignments/actions when requested.
  • Capture project mtg. minutes and distribute at the project lead's direction.
  • Support the Government Lead to manage the project financial performance by tracking Earned Value Management (EVM) metrics, monitoring budget execution, and maintaining Total Cost of Ownership (TCO) estimates. Assess project scope, technical activities, and expenditures to ensure alignment with the approved project charter and governing project artifacts. Provide status reporting and identify variances or risks to support informed decision-making and compliance with project governance.
  • Maintain program reference materials, project files and relevant auditable supporting documents and make available policies, procedures and written instructions from the supervisor, maintain current knowledge to answer questions on procedures, policies, directives, etc.
  • Capture, document, organize, and analyze technical business requirements through review of statutory guidance, agency policy, or personal interviews.
  • Prepare Independent Project Reviews (IPRs) for briefing to Internal Organizational Leadership and External Representatives.
  • Support the Government Lead in presenting Independent Project Reviews (IPRs) for briefing to Internal Organizational Leadership and External Representatives.
  • Manage and interpret the requirements of Inter-Governmental agreements to establish, manage, oversee, and archive these documents through the life of the project.
  • Assess complex project interdependencies between phases, tasks and objectives to assist the government in resource load balancing.
  • Interpret technical language and requirements of Cloud Services migration and/or operations to advise and/or directly manage project objectives to achieve timely milestones and objectives on schedule and within scope.
  • Analyzes plans and specifications, prepares justifications for new or enhanced information technology.
  • Develops milestones and serves as the CIO point of contact throughout the various phases of projects until successfully concluded.

Requirements

Do you have experience in Visio?, Do you have a Bachelor's degree?, The contractor shall provide one business and program analytical Subject Matter Expert (SME), throughout the life of the contract. The SME should have 1+ years of demonstrated experience with the following technologies, services, and protocols:

  • Project Management Institute's (PMI) Project Management Professional (PMP) Certification.
  • Business and Project Management Subject Matter Expertise (SME),
  • Associates or Bachelor's degree in related technical field.
  • Understanding of Cloud Services and Platform as a Service (PaaS)
  • Practical application ability with Microsoft Office, Project and Visio
  • Detailed analytical abilities of data, workflow and business process.
  • Written and verbal communication, including technical writing skills
  • Specific academic understanding and/or work experience Cloud Migration and Data warehousing projects and operations are also desired in order to successfully relate business requirements to end-state Cloud Architecture solutions, (but this is not a Cloud Architect position).
  • The Federal Acquisition Certification (FAC) for Program and Project Managers (P/PM), Level 1, 2, or 3, (this is desired, but not required).
  • Contractor must have demonstrated past experience preparing complex technical briefs that are peer reviewed and presentable to Senior Executives.

The contractor shall use secure practices to ensure no cybersecurity vulnerabilities are introduced during maintenance/enhancement of the systems and physical and virtual infrastructure. Additionally, the maintenance/ enhancements shall be performed such that the availability of the systems, outside the scheduled maintenance window, is not affected.

Security

  • The contractor staff shall abide by all non-disclosure laws and policies of the Federal government.
  • Candidate must be a U.S. Citizen who has passed a National Agency Check with Inquiries (NACI) or equivalent. The contractor must currently possess a "public trust" level security clearance or be able to pass an equivalent background check.
  • The contractor shall perform all contract work in accordance with applicable Federal security policies and Personally Identifiable Information (PII) Rules of Behavior in accordance with OMB Circular A-130 and the Privacy Act of 1974 ensuring sensitive data remains secure., * Bachelor's (Preferred)

License/Certification:
