Job description
Duties Description The Data Analyst 1 will be responsible for data system management and analysis for the Children and Youth with Special Health Care Needs program, the school-based Health Centers program and other Maternal and Child Health initiatives in the Bureau of Data Analytics, Research, and Evaluation, Division of Family Health. The Data Analyst 1 will work with program staff to develop and build protocols in support of data collection, data management, and analysis of data and conduct data summaries, prepare statistical reports and presentations. Specifically, the Data Analyst 1 will build data collection tools in the Health Commerce System for data collection used by program managers, providers and local health departments. The Data Analyst 1 will then perform data extraction, aggregation, linkage and quality checks from multiple sources including national survey data in support of trend identification and root cause analysis. The Data Analyst 1 will also build meaningful insights from data using visualization tools like Tableau to develop dashboards for analytic use. The Data Analyst 1 will further liaise with program managers and stakeholders to provide inputs on current approaches and recommend improvements to best achieve program goals. In addition, the Data Analyst 1 will provide data-related training and technical assistance to program staff and collaborators and provide continuous oversight of data collection activities through optimization of data collection tools and existing analytic protocols. The Data Analyst 1 may supervise lower-level support staff, student interns, and/or temporary contractors as needed.
Requirements
Minimum Qualifications Non-competitive: bachelor's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and either: satisfactory completion of a two-year traineeship or two years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: A master's degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.
Preferred Qualifications: Experience in data system development; data collection; and manipulation and analysis of large data files. Moderate experience using SAS, SQL, Tableau or other data mining/statistical packages; Proficiency in the use of Microsoft Office Suite, with a focus on Excel, Word, Access, PowerPoint and Outlook; further expertise working with other relational databases like Oracle is a plus. Experience working with national survey data on maternal and child health metrics. Experience working with the Health Commerce System to collect and distribute data among state entities, health facilities/providers and partners. Excellent oral and written communication skills.
