Job Overview

  • The Lifecycle and Asset Manager will lead the strategic planning, funding, delivery, and handover of lifecycle works and asset management activities across a Defence Private Finance Initiative (PFI) portfolio. This role ensures the long-term performance, safety, and value-for-money of critical infrastructure through robust lifecycle planning, funding negotiation with the SPV (Special Purpose Vehicle), diligent execution of works, and accurate asset record-keeping.

Main Duties

  • Compile the Lifecycle Plan:
  • Analyse asset condition data, historical spend, and forecasted maintenance needs to build a 5- to 25-year plan

  • Incorporate risk assessments, regulatory changes, and Defence-specific operational requirements Deliver the Lifecycle Plan:

  • Coordinate with engineering, maintenance, and finance teams to schedule and execute lifecycle works

  • Monitor plan performance through KPIs (e.g., spend vs. budget, schedule adherence, quality metrics) Obtain Funding from SPV:

  • Prepare robust business cases, cost-benefit analyses, and investment proposals to secure funding approvals

  • Present funding requests and justifications to the SPV Board and internal governance forums Execution, Project Management, & Safety Safe and Cost-Effective Delivery:

  • Oversee all phases of project delivery-from tendering and procurement to on-site execution and close-out-ensuring compliance with HSE regulations and Defence safety standards

  • Implement value engineering and cost-control measures to optimize lifecycle spend Building Inspection Plan:

  • Develop, schedule, and manage routine and ad-hoc building inspections (structural, M&E, fire safety, environmental compliance)

  • Track inspection findings and ensure timely remediation of defects or non-conformances Stakeholder Management

  • Internal: FM Directors, Project Managers, Finance, Health & Safety, Security, and Defence Operations teams

  • External: SPV representatives, Main Contractors, Subcontractors, regulatory bodies (e.g., Defence Estates, HSE), and equipment suppliers Engagement: Chair lifecycle review meetings, SPV funding committees, and inspection debriefs. Communicate progress, risks, and budget forecasts to senior leadership

What we are looking for

  • Essential:
  • Minimum 5 years' experience in lifecycle planning, asset management, or project management within PFI/PPP or Defence environments.

  • Proven track record of securing capital funding and delivering medium-large infrastructure projects

  • Sound understanding of HSE regulations, Defence technical standards, and FM best practices Desirable

  • Bachelor's degree in Engineering, Facilities Management, Construction Management, or related discipline

  • Chartered status (CEng, MCIOB, MRICS) or equivalent professional accreditation

  • Experience with CAFM/CMMS systems (e.g., Archibus, Maximo)

  • Knowledge of Defence security protocols and access control procedures
