Job description

Oracle Health Data Intelligence (HDI) is seeking a highly technical Senior Principal Technical Program Manager (IC5) to lead large-scale cloud transformation and migration initiatives supporting critical federal healthcare programs. This role is focused on driving complex technical programs involving OCI cloud migration, distributed systems, enterprise architecture, and large-scale modernization efforts.

This is not a traditional status-reporting TPM role. We are looking for a deeply technical leader who can engage directly with engineering teams on architecture, system design, scalability, cloud infrastructure, and technical problem solving while driving execution across highly cross-functional organizations.

The ideal candidate has experience leading complex enterprise or federal technology programs at scale, thrives in ambiguous environments, and can bridge business priorities with engineering execution. Candidates with experience in cloud modernization, large-scale migrations, regulated environments, or federal programs are strongly preferred.

Responsibilities

What You'll Do

  • Lead complex technical programs supporting OCI cloud migration and modernization initiatives for large-scale federal healthcare environments.
  • Partner closely with engineering, architecture, product, security, operations, and executive leadership teams to drive end-to-end delivery of strategic programs.
  • Serve as a technical leader capable of contributing to architecture discussions, system design reviews, technical tradeoff analysis, and cloud infrastructure decisions.
  • Drive execution across distributed engineering organizations while managing dependencies, risks, timelines, and cross-functional alignment.
  • Work directly with engineering teams to troubleshoot technical challenges, remove blockers, and accelerate delivery outcomes.
  • Facilitate architectural planning sessions, migration readiness reviews, operational readiness activities, and executive-level technical discussions.
  • Help define scalable program management frameworks and operational processes for complex cloud and platform initiatives.
  • Translate ambiguous business or technical requirements into actionable execution plans across multiple teams.
  • Identify program risks early and proactively drive mitigation strategies across technical and organizational dependencies.
  • Support modernization efforts involving cloud-native architectures, distributed systems, infrastructure automation, and large-scale platform operations.
  • Collaborate with federal and compliance stakeholders where necessary to support secure, compliant delivery practices within government environments.
  • Drive continuous improvement across delivery execution, technical planning, operational excellence, and cross-team collaboration.

Requirements

  • 8+ years of Technical Program Management experience leading complex technical initiatives in cloud, infrastructure, platform engineering, or large-scale enterprise environments.
  • Strong technical background with the ability to engage deeply in:
  • System architecture
  • Distributed systems
  • Cloud infrastructure
  • Scalability and performance discussions
  • Technical design reviews
  • Technical problem solving
  • Experience leading large-scale cloud migration or modernization programs, preferably involving OCI, AWS, Azure, or GCP.
  • Demonstrated success partnering with engineering organizations to deliver highly scalable, mission-critical systems.
  • Experience working within highly regulated or enterprise-scale environments, including healthcare, federal, defense, or government-related programs, is highly preferred.
  • Strong understanding of cloud technologies, infrastructure services, networking, security principles, and operational best practices.
  • Experience managing highly cross-functional programs with multiple stakeholders and competing priorities.
  • Excellent executive communication skills with the ability to influence technical and non-technical audiences.
  • Proven ability to operate effectively in fast-moving, ambiguous environments with minimal oversight.
  • Federal clearance eligibility or existing clearance is strongly preferred but not required.
  • Bachelor's degree in Computer Science, Engineering, Information Systems, or related technical field preferred.

Preferred Experience

  • Oracle Cloud Infrastructure (OCI) experience
  • VA/DoD or federal healthcare technology experience
  • FedRAMP, federal compliance, or government cloud environment exposure
  • Experience supporting enterprise-scale migration or modernization efforts
  • Background working in engineering-driven organizations with strong technical depth

Benefits & conditions

US: Hiring Range in USD from: $109,200 to $223,400 per annum. May be eligible for bonus and equity.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
