Job description

Directs the overall vision, strategy and day-to-day operations and development of all portal applications. Ensures stakeholder alignment with prioritized initiatives. Directs high-level project management, timelines, staffing levels, contractual negotiations, change management, and vendor relationships across the enterprise portal ecosystem., * Portal Strategy & Governance: Direct the roadmap and development for all organizational portals, ensuring a cohesive user experience across Veteran, VA, DHA and Provider interfaces.

  • Team Leadership: Oversee recruitment, management and development of a high-performing team specialized in web development, API integrations, and mobile-first solutions.
  • Product Lifecycle Management: Manage the installation, maintenance, and continuous optimization of portal applications, ensuring high availability and seamless data flow.
  • Stakeholder Collaboration: Lead collaboration between clinical staff, customer services staff, VA, DHA and vendors to identify and implement portal enhancements that improve digital engagement.
  • Business Case Development: Deliver presentations to executive leadership (CIO/COO/CFO) making the business case for digital health investments and portal ROI.
  • Resource Planning: Develop and control budgets for digital initiatives, ensuring staff planning aligns with the enterprise's technical and business goals.
  • Vendor & Contract Management: Lead negotiations for third-party portal solutions, integrations, and cloud hosting providers.
  • Compliance & Security: Ensure all portal platforms meet strict government security standards and data integrity requirements.
  • Performance Analytics: Apply advanced analytics to track portal adoption, user satisfaction (NPS), and operational efficiency gains.
  • Other duties may be assigned as required.
  • Regular and reliable attendance is required.

Requirements

Required: 5+ years experience managing a portfolio of enterprise-level delivery for healthcare enterprise needs.

5+ years broad IT technologies experience (operations, applications, network, service delivery, vendor management) focused on healthcare technology solutions.

5+ years in technical leadership, managing cross-functional teams of developers, testers, scrum masters and architects.

Progressive responsibility across multiple IT disciplines.

5+ years experience in a technical leadership, supervisory and/or staff management role.

2+ years experience developing and managing IT budgets and cost controls.

2+ years experience operating and maturing an agile environment across domains.

2+ years managing large-scale transformation projects and complex release cycles across data, architecture and delivery workstreams.

Strong interpersonal and C-Level communication skillsKnowledge of Healthcare Interoperability (FHIR, HL7) and API architecture; Microsoft and Oracle/SQL expertise.

Bachelor's degree in Computer Science, Business, Engineering or related field, or equivalent IT experience, Communication / People Skills: Ability to influence or persuade others under positive or negative circumstances; Adapt to different styles; Listen critically; Collaborate.

Computer Literacy: Ability to function in a multi-system Microsoft environment using Word, Outlook, TriWest Intranet, the Internet, and department software applications.

Coping / Flexibility: Resiliency in adapting to a variety of situations and individuals while maintaining a sense of purpose and mature problem-solving approach is required.

Creativity / Innovation: Ability to develop unique and novel solutions to problems; View change as necessary.

Technical Skills: Advanced ability to lead technical teams; Advanced knowledge of the technology impact on business strategic direction; Advanced application knowledge in the areas of architecture, design, development, testing, implementation and support; Knowledge of Portal and Web Development technologies. Knowledge of Claims Processing, Call Center and Health Care Provider based solutions. Knowledge of Microsoft product solutions and support; Knowledge of Oracle and SQL Server databases; Advanced business problem-solving expertise; Advanced knowledge of support operations and documentation/procedures; Applied knowledge of project management concepts; Advanced ability to communicate clearly and concisely on technical matters to non-technical clients.
