Job description

The Command and Control, Battle Management, and Communications (C2BMC) program is a key component of the Missile Defense System. It is a vital operational system that enables the U.S. president, the secretary of defense, and combatant commanders at strategic, regional, and operational levels to systematically plan ballistic missile defense operations, collectively monitor the battle, and dynamically control networked sensors and weapon systems to achieve global and regional mission goals. C2BMC supports layered missile defense capabilities that enable an optimized response to threats across all ranges and flight phases. It serves as a force multiplier by networking, integrating, and synchronizing autonomous sensor and weapon systems and operations, both globally and regionally, to improve performance. C2BMC is essential for all ground and flight tests that verify and demonstrate the current and future capabilities of missile defense systems.

In this role, the candidate will serve as a Network Release Manager. The NES Release Manager is responsible for ensuring that NES ART artifacts for each Release, Patch, Hotfix, and Bug accurately reflect work performed on the network. In addition, the Release Manager tracks deployed changes to the network in the field and accurately maintains the NES ART portion of the Configuration Management (CM) baseline.

Essential Functions:

  • Coordinates with developers, product owners, and engineering managers to ensure the team meets completion and artifact-creation timelines
  • Coordinates emergency changes to the network that the team implements because of an operational deficiency or anomaly that degrades service
  • Assigns the highest priority to those fixes to ensure customer satisfaction
  • Will be responsible for creating, maintaining, and presenting KPIs and other metrics for Network Enterprise
  • Will be responsible for managing multiple processes and documents, and will be the primary point of contact from the Network Agile Release Train (ART) to other ARTs on the program
  • Coordinates with key program stakeholders, including Configuration Management ( CM ), Release Management, and Quality Assurance, for the release of Network artifacts and for creating the media used to apply updates to production
  • Runs leadership meetings such as the Network Internal Review Panel ( NIRP ) and the Network Configuration Control Board ( NCCB )
  • Any other required tasks by the program

Requirements

Please list your current security clearance and IAT or relevant certifications on your resume, if applicable.

  • A Bachelor's Degree in Contracts, Project Management, Computer Science, Software Engineering, Systems Engineering, Mathematics, Physics, or a related field from an accredited university, along with 8 years of experience; or a Master's degree in a related field with 6 years of relevant work experience; or 12 years of relevant work experience may be considered as an alternative to a degree
  • Applicants must have a current, active DoD 8140 certification at IAT Level II or higher (such as Security+, GSEC, SCNP, SSCP, CISSP, CISA, GSE, SCNA, etc.) at the time of application, which is required to start. The candidate is responsible for maintaining their DoD 8140 certification throughout the entire contract period
  • Applicants must have a current, active in-scope DoD-issued Secret security clearance at the time of application, which is required to start with the ability to obtain Top Secret clearance
  • Willingness to travel 10% of the time for business needs
  • Must be an effective communicator with excellent writing and presentation skills and proficiency with Microsoft PowerPoint and Visio drawing tools
  • Must be able to work collaboratively in a team environment with other highly motivated network engineers and, at times, independently on large field projects
  • Operates with minimal direction, solves complex problems requiring ingenuity and creativity, and may be asked to serve in project leadership roles and to act as the primary customer contact on technical matters
  • Manage multiple processes/documents
  • Primary interaction points between Agile Release Train (ART) and other ARTs. Use CM tools ( Git, Bitbucket, Atlassian ) for enterprise configuration management of the Network & Enterprise Services ART. Perform configuration and code migration, file merging, branding, and tool integration.

Preferred Qualifications:

  • Applicants with a current, active, in-scope DoD-issued Top Secret security clearance at the time of application are strongly preferred
  • Prior C2BMC experience developing KPIs, tracking other metrics, and creating reports

Primary Level Salary Range: $129,300.00 - $193,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
