contract Mainframe Programmer/Developerto

We are currently seeking a contract Mainframe Programmer/Developerto be a key resource on a technical services team for our client, the Texas Comptroller of Public Accounts (CPA).

Responsibilities

Position Requirements. The client''s work includes, but is not limited to, the following:

Performing highly advanced software development work in support of the CAPPS STARR project and all ancillary systems, which includes client''s legacy mainframe applications (e.g., USAS, SPA, etc.). The Candidate must be able to perform the following, as applicable.

• Code requested changes in accordance with standards, guidelines and design documents provided by client
• Coordinate the testing, debugging and preparing test data, and interact with technical and non- technical staff in the coordination of changes
• Deliver tested, production-ready software solutions that meet strict availability requirements in a large-scale enterprise environment.

Performing advanced software analysis/programming tasks such as:

• Participating in all phases of SDLC, including design, software development and code review.
• Performing extensive code reviews and analysis.
• Writing reports on code analysis to determine if industry standards and best practices are being followed; provide analysis to address found short comings.
• Providing guidance and knowledge sharing to existing development staff.

Providing support to an on-call programmer, as required.

Providing application decommissioning support, as required.

Providing consultation on CAPPS STARR project matters as needed, including but not limited to legacy system interface questions (e.g., SPRS interfaces), legacy data integration issues, and other areas where the Candidate's expertise in client's legacy mainframe applications and statewide financial systems is relevant to the project.

Performing other related Work as assigned., * Work with Business Customers, Section Managers, Project Managers, Business Analysts and Subject Matter Experts (SMEs) in a professional and collaborative manner to define strategies, implementation approaches and provide creative solutions to complex problems.

• Create well-designed, documented, and tested software solutions that meet strict availability, concurrency and low latency requirements.
• Turn high-level requirements into a working system through iterative and incremental development.
• Identify and address product bugs, deficiencies, and performance bottlenecks in a timely manner.
• Write unit tests
• Develop processes and procedures for Application Services.
• Stay abreast of current technologies, industry standards and best practices
• Be productive working independently or in a team environment (both local and remote) with minimal supervision.

• A solid understanding of latest web technologies
• Strong written, verbal, and interpersonal communication skills.
• Strong problem-solving skills and ability to multi-task with readiness to put in extra effort when necessary
• The willingness to learn

Qualifications

Minimum Requirements:

7 years of:

• Experience making code changes in accordance with standards, guidelines, and design documents provided.
• Experience coordinating the testing, debugging and preparing of test data and interacting with technical and non-technical staff in the coordination of changes
• Professional experience in software development building production software systems
• Experience with IBM Enterprise COBOL for z/OS
• Experience with IBM DB2 for z/OS
• Experience with MVS/JCL
• Experience with data integration and data quality
• Experience with Software AG''s NATURAL

5 years of:

• Experience with highly complex application security requirements

3 years of:

• Experience with any of the Texas CPA Statewide Financial Systems: USAS, SPA, TINS, HRIS, SPRS

Preferred:

5 years of:

• Experience of Texas Statewide systems and the CAPPS program
• Experience with CICS Web Services
• Experience with CONTROL-M for z/OS
• Experience with Computer Associates'' product Endevor for COBOL
• Public sector experience (Federal, State or Local Government)
• Proficient with the Microsoft Office products, including Outlook, TEAMS, Microsoft Project, Word, Visio, Excel and PowerPoint
• Experience designing and implementing secure RESTful web services
• Experience with: Code reviews and in-depth code analysis and completing system documentation

1 year of:

• Experience with Jira
• Experience with Confluence
• Experience designing and building Microservices
