Job description

The Manager of HCS Service Provider Programs provides day-to-day leadership and operational oversight for My Possibilities' Home and Community-based Services (HCS) and Texas Home Living (TxHmL) programs. This role is responsible for ensuring that individuals with intellectual and developmental disabilities ("HIPsters") receive consistent, high-quality services in accordance with DADS/HHSC regulations and the organization's mission. The Manager works closely with Program Coordinators, Team Liaisons, and cross-functional departments to drive program quality, compliance, staff performance, and fiscal accountability., Program Leadership and Quality

  • Provide leadership and administrative direction to Program Coordinators and Team Liaisons, fostering a culture of accountability and high performance to deliver the highest quality services to HIPsters.
  • Continually evaluate existing programs and practices, identifying opportunities to improve service delivery, operational efficiency, and outcomes for individuals served.
  • Collaborate regularly with other departments to ensure the effective productivity, efficiency, quality, and growth of HCS and TxHmL programs and services.
  • Serve as the agency liaison to individuals, families, and outside agencies, building and maintaining strong relationships that support each person's goals and needs.
  • Audit all program documentation on an ongoing basis to ensure accuracy, completeness, and regulatory compliance.

Staffing and Staff Development

  • Lead hiring processes and ensure thorough orientation for all new HCS and TxHmL personnel.
  • Plan and conduct staff meetings as necessary to communicate priorities, address issues, and promote team cohesion.
  • Ensure all staff complete required training and remain current on applicable local, state, and federal regulations, including HHSC rule changes, person-centered planning requirements, and any updates to the HCS and TxHmL program rules.
  • Monitor staff performance and provide coaching, feedback, and corrective action as needed in alignment with organizational HR policies.

Budget and Fiscal Oversight

  • Responsible for overall budget management for the HCS department, including monitoring expenditures, identifying variances, and recommending corrective actions.
  • Work closely with the Chief Financial Officer and finance team to ensure accurate financial reporting, appropriate use of program funds, and alignment with organizational budget goals.
  • Support billing accuracy and timely claims submission by ensuring documentation meets HHSC requirements, and partner with the finance team to address any service authorization or billing issues.

Compliance and Regulatory Adherence

  • Maintain working knowledge of HCS and TxHmL program rules, HHSC survey requirements, and relevant federal and state regulations affecting services for individuals with intellectual and developmental disabilities.
  • Prepare for and participate in HHSC surveys, internal audits, and external reviews, ensuring the program is inspection-ready at all times.
  • Maintain all required program records, individual plans, and agency documentation in accordance with applicable regulations and organizational standards.
  • Uphold and model adherence to the Mission, Vision, and Core Values of My Possibilities (formerly Ability Connection).
  • Perform all other duties as assigned.

Requirements

Do you have a valid Driver's License license?, Do you have experience in Working with individuals with neurodevelopmental disorders?, Do you have a Bachelor's degree?, * Bachelor's degree from an accredited institution in social work, psychology, human services, special education, or a related field.

  • Minimum of three years of experience working with individuals with intellectual and/or developmental disabilities, including knowledge of community resources and waiver programs such as HCS, TxHmL, CLASS, or RSS.
  • Supervisory or management experience required; demonstrated ability to lead, develop, and hold accountable a team of direct service or coordination staff.
  • Experience with HHSC program rules, provider standards, and the Individual Service Plan (ISP) process strongly preferred.
  • Prior experience managing program budgets or working in a financial accountability role within a nonprofit or healthcare setting is a plus.

Knowledge, Skills, and Abilities

  • Proficient in Microsoft Office (Word, Excel, Outlook); experience with electronic health records, case management systems, or similar software.
  • Ability to independently organize and prioritize a diverse workload with competing deadlines.
  • Strong written and verbal communication skills; comfortable presenting to families, staff, and external stakeholders.
  • Working knowledge of person-centered planning principles and the rights of individuals with IDD.
  • Ability to maintain professional judgment, discretion, and confidentiality in all aspects of the role.

Additional Requirements

  • Valid Texas driver's license and reliable transportation required; travel to group homes, community sites, and individual residences is expected.
  • Must pass required background checks, including a Texas Department of Public Safety criminal history check and HHSC background screening.
  • TB test and other health clearances may be required per HHSC regulations.
  • Ability to work a flexible schedule when necessary to meet program needs.
