Application Systems Analyst and Designer

The North Carolina Department of Health and Human Services (NC DHHS) is seeking a Senior Application Systems Analyst and Designer to help us with implementing solutions around the HR1 and payment error rate reduction changes for FNS/SNAP programs. The responsibilities of this role will include the following:

Gather and evaluate user requirements in collaboration with product owners and engineers.

Document and illustrate design ideas using POCs.

Design graphic user interface elements, like menus, tabs and widgets.

Build page navigation buttons and search fields.

Develop UI mockups and prototypes that clearly illustrate how sites function and look like.

Prepare and present rough drafts to internal teams and key stakeholders.

Conduct layout adjustments based on user feedback.

Proven work experience as a Application Systems Analyst and Designer or similar role for web applications Required 10.0 Years Proven experience working on a variety of design projects involving web based applications Required 10.0 Years Up-to-date knowledge and hands on working experience of design software like Adobe Illustrator and Photoshop Required 5.0 Years Ability to develop relationships/partnerships with customer by responding to needs and exhibiting a sense of urgency; independently identify options. Required 10.0 Years Ability to organize, prioritize, and follow complex and/or detailed technical procedures. Required 10.0 Years Business knowledge and experience implementing SNAP and other federal programs as per the policy requirements. Required 10.0 Years Experience designing applications using the social services case management COTS products Required 10.0 Years Experience designing and/or developing dashboards using Power BI Required 4.0 Years Experience with Agile (Scrum, Kanban, or SAFe) development Required 4.0 Years Experience designing applications using low code no code technologies like Salesforce, Microsoft dynamics and others. Highly desired 2.0 Years Knowledgeable in DevOps practices and Shift Left testing Highly desired 2.0 Years
