Description: Agile5 Technologies, Inc. is seeking a highly authoritative Senior HR/Payroll IT to serve as a Key Personnel leader on a critical program supporting the General Services Administration (GSA). This role requires a seasoned expert who can bridge the gap between complex federal payroll/HR regulations and technical implementation. The ideal candidate will provide authoritative guidance on all aspects of the system lifecycle-from impact analysis and design to modernization and operational support-ensuring GSA's payroll and HR systems remain secure, compliant, and efficient., * Provide expert analysis of proposed system changes, developing comprehensive Impact Analyses (IAs) that detail architectural effects on applications, security, and upstream/downstream processes.
- Serve as the primary subject matter authority on federal payroll and HR business processes, translating complex stakeholder requirements into actionable user stories and functional specifications.
- Guide the design, development, and implementation of solutions within an Oracle-based environment, ensuring alignment with functional requirements and technical best practices.
- Act as a principal resource during high-stakes federal audits (e.g., SSAE 18, FSA), preparing documentation, delivering system evidence, and providing live system demonstrations to auditors.
- Lead troubleshooting efforts for complex, systemic issues; investigate the root source and downstream impact of problems to identify long-term technical solutions.
- Mentor government and contractor team members on the intricacies of federal payroll processing, data management, and federal compliance rules.
Security Clearance: Active DHS Public Trust Tier 2 clearance (or higher) is strictly required to start. Must be a U.S. citizen.
Requirements
Do you have experience in Stakeholder management?, Do you have a Bachelor's degree?, * Minimum of five (5) years of subject matter expertise specifically utilizing Federal Payroll data.
- Minimum of five (5) years of subject matter expertise specifically utilizing Federal HR data.
- Minimum of five (5) years of experience providing technical support for Oracle-based federal HR & Payroll solutions.
- Recent experience (within the last 12 months) supporting a Federal Payroll Shared Service Provider (SSP).
Education Requirements: Bachelor's Degree in Human Resources, Accounting, Information Systems or similar field required
Desired Skills / Qualifications:
- Demonstrated experience developing system interfaces directly with the Office of Personnel Management (OPM) and the Internal Revenue Service (IRS).
- Prior experience supporting IT systems and initiatives within the General Services Administration (GSA).
- Advanced technical proficiency with Oracle 19c, PL/SQL, Toad for Oracle, and ETL tools such as Pentaho.
- Secondary familiarity with environmental technologies including .NET, Python, and MySQL.
- Experience working within an Agile/SAFe® development environment.
