Job description

OPPD is seeking a forward-thinking Manager of Application Delivery to lead a high-impact team responsible for the full lifecycle of approximately 130 non-enterprise applications, including both homegrown and vendor-provided solutions. This leader will guide OPPD's evolution toward a more automated, containerized, and modern application environment while ensuring reliability, performance, and strong partnership with internal business units.

What You Will Do

  • Lead and Develop a High-Performing Team
  • Build and maintain a strong team of business systems analysts and application developers. Lead daily application delivery, support, and enhancement activities while developing staff through coaching, feedback, and growth opportunities.
  • Oversee Application Portfolio & Modernization
  • Manage the full lifecycle of ~130 applications, ensuring reliability, scalability, and strategic alignment. Drive modernization efforts including automation, containerization, and operational maturity.
  • Operational Excellence & Issue Resolution
  • Serve as a key escalation point for outages and production issues. Ensure timely resolution, root-cause analysis, and continuous improvement across the application ecosystem.
  • Project Leadership & Delivery
  • Plan and execute application-related projects ensuring on-time, in-scope, and on-budget delivery.
  • Vendor & Stakeholder Management
  • Lead relationships with third-party vendors including performance monitoring, contract expectations, upgrades, and issue resolution.
  • Fiscal Accountability & Compliance
  • Manage budgets, forecast needs, and support technology investment business cases.

Requirements

  • Bachelor's degree OR 8+ years of BT/IT experience including 5 years in BT management;
  • 10+ years application development experience
  • 5+ years leading application delivery teams;
  • strong SDLC knowledge;
  • Agile/Waterfall experience;
  • strong communication skills.

Preferred Qualifications

  • Master's degree
  • ITIL/COBIT certification
  • PMI certification, cloud/on-prem delivery experience.
