Job description

This position is located in the District of Columbia Fire and Emergency Medical Services (FEMS), Information Technology Division. The purpose of this position is to provide management oversight, technical support, and administration of the Information Technology help desk support. This position will act as the IT Manager of the agency and will supervise the day to day operations of the IT office., Manages a team of Information Technology employees to ensure their projects stay on schedule and on budget. Coordinates with the Office of the Chief Technology Office (OCTO) and other various agencies to ensure IT support for all FEMS users. The incumbent manages cost, resources, staffing plans, and workforce management plan. The employee ensures that FEMS users see as little interruption as possible to their IT support in a 24/7 agency. Ensures that every mission critical application has coverage on and off normal IT business hours. Merges OCTO support with FEMS support to ensure that there is always coverage.

Ensures that all outages are tracked and reported on, and that steps are taken to prevent them from happening again. This position will put in place a process to ensure that software upgrades happen after a vetted process and that no changes happen in the production environment without a thorough preapproved and tested plan. Ensures that telecommunication inventory is being maintained accurately and projects are being completed efficiently. Performs regular audits to make sure extensive telecom inventory is up to date. The incumbent serves as a back-up to the telecom specialist., The work is performed in a typical office setting with visits to various other buildings or offices to support projects.

Requirements

Do you have a valid Driver's License license?, Do you have a valid Certified Project Manager certification?, Do you have experience in IT department experience?, Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Or Individuals must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

  2. Customer Service - Works with clients and customers.

  3. Oral Communication - Expresses information to individuals or groups effectively.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information.

AND

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

License and Certification

Microsoft and other IT certifications are preferred, but can be substituted with experience. The certifications below are examples of ideal certifications, but they are not mandatory for a candidate to have any or all. Other IT certifications will be considered equally to the examples given below. Active Project management certification preferred; experience and education can be substituted. If s/he does not possess, s/he should be able to earn it within six months of employment at his or her cost. Earning this is a prerequisite for continued employment if candidate does not currently have it. Active Microsoft certification preferred such as "systems administrator" significant experience can be substituted.

The candidate must possess and maintain a valid driver's license.

Active SQL certification preferred; significant experience can be substituted. Active Windows Server certification preferred; significant experience can be substituted. Active IT security certification such as certified ethical hacking or CISSP preferred; significant experience can be substituted. The candidate who works in this position must maintain any current licenses and certifications, and they must be amenable to earn additional certification applicable to FEMS IT work, at least one every two years.
