Job description

Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! This position is located at Headquarters (Quantico, VA) . Candidates selected for this position will serve as a Enterprise Systems & Facilities Planning Manager.

Major Duties

Serves as the senior enterprise authority and program manager for the vendor-hosted, web-based GoRPM (Geospatial Real Property Management System) platform integrating facilities planning, real property management, capital investment programming, and facility operations across Marine Corps installations and MCCS. Directs enterprise-wide governance, policy development, strategic planning, and lifecycle integration supporting planning, programming, design, construction, sustainment, and operations.

Establishes enterprise configuration governance, release management controls, data standards, and system modernization strategies. Oversees integration between GoRPM, Oracle Financial Management System (FMS), Project Management Information System (PMIS), Unison Contract Lifecycle Management (CLM), and other enterprise systems supporting capital investment execution.

Leads enterprise-level facilities planning and capital investment integration including DD Form 1391 development, Unspecified Minor Military Construction (UMMC/UPL) programming, facility condition assessments, long-range planning, and portfolio prioritization. Provides executive-level recommendations supporting multi-year capital investment decisions.

Provides executive oversight for integration of facility operations, maintenance, repair, sustainment, and lifecycle asset management data supporting Marine Corps installations. Coordinates with HQMC, MCCS Regions, Installation Commanders, NAVFAC, Public Works, and Real Property Accountability Officers (RPAOs).

Serves as the enterprise authority for facilities and real property data governance. Ensures audit readiness, policy compliance, data integrity, and alignment between GoRPM and iNFADS (internet Navy Facilities Asset Data Store) real property records.

Exercises program management authority over contractors, and enterprise support resources. Establishes organizational priorities, performance expectations, workforce development strategies, and program objectives.

Serves as senior advisor to leadership regarding facilities planning, system modernization, capital investment strategy, and program execution. Develops enterprise dashboards, executive analytics, and strategic reporting supporting General Officer and senior executive decision-making.

Serves as the senior Level III Contracting Officer Representative (COR) for enterprise GoRPM support contracts. Provides technical oversight, validates deliverables, evaluates contractor performance, and coordinates with Contracting Officials regarding contract execution and corrective actions.

Travel is mandatory to attend meetings, conferences and field activities. Travels may be by air, boat, or ground vehicles, including government conveyances, stays may be overnight or longer as conditions require.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Ask questions to determine, verify and solve problems. Checks for satisfaction on the quality of services. Take action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.

Performs other duties as assigned. Requirements

Do you have experience in Customer communication?, Bachelor¿s degree in information systems, facilities management, engineering, business, or related field AND at least four to six years of progressively responsible experience managing enterprise systems, facilities planning programs, capital investment portfolios, or real property management functions; OR an appropriate combination of education and experience demonstrating equivalent knowledge and abilities.

Experience supporting Marine Corps or DoD facilities planning, DD1391 development, capital investment programming, real property accountability systems, and enterprise governance is highly desirable.
