Job description

Do you have a passion for software development, as well as a passion for maintaining California's natural resources? As one of the most biodiverse places on Earth, California depends on CDFW to safeguard its fish and wildlife. But in today's digital world, that mission extends into IT resources. That's where you come in., Reporting directly to an Information Technology Supervisor II and serving CDFW Marine Region, you will work directly with biologists and IT staff on a wide range of the most complex existing and future application development projects.The focus of this position is software development and maintenance. This includes both application and database development, with an emphasis in development in .NET/C# using Microsoft Visual Studio., A Statement of Qualifications (SOQ) is required for this position. A Statement of Qualifications (SOQ) is a narrative discussion of how your education, experience, skill, and training meet the minimum and desirable qualifications of this position. It also serves as documentation of your ability to present information clearly and concisely in writing. Your SOQ should be typed, include your name at the top of the first page, be no more than two (2) pages in length, Arial 12-point font, and address the questions.

  1. Based on the duty statement, what skills and abilities do you believe are most critical to be successful in this position? Please describe your work experience as it relates to those skills and abilities.

  2. Provide examples of your experience solving a business problem with a technical solution. How did you identify the business need and determine the best solution? What was your role in the implementation of the solution and what Software Development Lifecycle (SDLC) deliverables did you created.

  3. Provide an example of resolving a complex application support issue you have encountered. Explain the nature of the problem, troubleshooting steps taken, your communication/interactions with the end users or other support teams, and the outcome.

Requirements

Individuals who are currently in the classification, eligible for lateral transfer, eligible for reinstatement, have list or LEAP eligibility, are in the process of obtaining list eligibility, or have SROA and/or Surplus eligibility (please attach your letter, if available). SROA and Surplus candidates are given priority; therefore, individuals with other eligibility may be considered in the event no SROA or Surplus candidates apply. Individuals who are eligible for a Training and Development assignment may also be considered for this position(s)., In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Direct experience leading IT projects.
  • Experience with Agile Scrum methodology.
  • Experience with Microsoft BI tools (Power BI, SSRS).
  • Ability to code effectively in C# and .NET (MVC, WebForms, Web API).
  • Experience with .NET Core.
  • Experience with Microsoft Azure services.
  • Experience with REST APIs.
  • Experience with React JS, JavaScript, HTML5, CSS.
  • Experience with Python or R.
  • Experience with MS SQL Server (SQL/T-SQL).
  • Ability to apply database design principles to complex projects.
  • Ability to work independently on stand-alone/web apps, mobile apps, intranet/internet sites, and reporting formats.
  • Act with integrity, use sound judgment, and commit to quality.
  • Demonstrate adaptability, innovation, and strategic thinking.
  • Work independently while supporting team standards.
  • Self-motivated, enjoys challenges, and highly organized to manage multiple concurrent tasks.

This position is designated as remote-centered and will report in the office a minimum of 2 days per week.

About the company

Ability to work at a desk using a computer keyboard several hours a day. Involves sitting most of the time, with some walking and standing. This position will be headquartered in the ITSB offices in downtown Sacramento, but the incumbent will be expected to occasionally visit other CDFW offices, requiring a short walk or a short drive. Attend meetings; work with staff statewide to complete work assignments. Alternate Workweek Schedules may be allowed if deemed compatible with branch objectives.
