Job description

Under the general direction of the Section Chief, the Development Manager leads a high-performing team responsible for application development, technical delivery, and operational support for the UIO application and its supporting systems. This role oversees both state and vendor resources and serves as a key leader in planning, coordinating, and delivering critical modernization and maintenance initiatives within the Product Development Division (PDD).

The incumbent will provide strategic and hands-on leadership across the full software development lifecycle, ensuring applications and supporting environments remain stable, scalable, secure, and aligned with organizational standards and customer expectations.

Individuals who are eligible for a Training and Development assignment may also be considered for this position(s)., In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience supervising and developing technical staff, including coaching, performance management, hiring, workforce and succession planning, career development, and resolving team conflicts in a collaborative, inclusive manner.
  • Experience leading software development teams using Agile/Scrum or hybrid methodologies, including work intake, backlog prioritization, sprint planning, release coordination, and tracking delivery commitments across concurrent projects. (Tools such as Jira or Azure Boards.)
  • Experience establishing and overseeing engineering standards, including coding standards, code review practices, branching strategies, and quality gates, ensuring consistent and maintainable delivery across the team.
  • Knowledge of enterprise application architecture and system design within the Microsoft stack (.NET Framework/.NET Core, C#, ASP.NET MVC/Web API, SQL Server), with the ability to guide design decisions, debugging, and resolution of complex technical issues at a supervisory level.
  • Experience planning or supporting application modernization and migration to a cloud hosted environment (e.g., AWS), including assessing legacy systems, cloud readiness, and phased migration approaches while maintaining a Microsoft technology stack.
  • Experience overseeing DevOps practices using Azure DevOps Server/Services and GitHub, including source control, CI/CD pipeline configuration, automated deployment, environment management across development/test/production, and release coordination.
  • Experience managing vendor and contractor deliverables, collaborating across cross functional business and technical teams, and communicating project status, risks, and outcomes to executive and non technical stakeholders.
  • Knowledge of application support, system maintenance, and incident/problem resolution practices that ensure reliability, security, and continuity of enterprise applications in a production environment.
