Programmer Analyst - Business Solutions

Provide support for ensuring performance at the highest levels in all technical phases of programming/analysis across multiple platforms.

• Perform programming functions for the Business Solutions Department. o Gather requirements, design, test, and implement programs to support business requirements and technical needs. o Write and maintain programs in multiple environments with multiple tools and languages. o Test, debug, and verify results of programs. o Maintain program version history.

• Ensure proper documentation is created for program and application development. o Maintain program documentation within programs, technical specifications, and application system documentation using current standards and practices, including running instructions, filing documentation, programming narratives, flow charts, sample prints, and user handbooks. o Report status on assigned tasks.

• Perform problem resolution pertaining to technical phases of programming. o Research referential data to establish if problem has previously been identified and a resolution already exists. o Provide technical expertise to end users, analyze issues when they occur on existing systems, resolve issues, and/or aid in the determination of who can resolve issues.

• Perform regular analysis of application systems and other software. o Research resources to aid in analyzing software functionality. o Assist in the design and implementation of applications systems. o Perform analysis and design at the application level. o Assist with the analysis of updates and upgrades while determining the effect on current system operations. o Assist with the analysis of implementation of new functionality of software and the effect on current system operations. o Assist in performing feasibility studies and requirement analysis.

• Provide technical expertise for the Business Solutions Department. o Maintain a working knowledge of all software technical updates and options. o Maintain a high degree of technical competence in programming and system analysis. o Utilize vendor supplied technical manuals, purchased technical books, and online documentation as needed. o Maintain a working knowledge of vendor supplied software/utilities pertinent to position functions. o Maintain a working knowledge of the operational system. o Attend training and conferences when available to maintain expertise on current releases of software pertinent to position functions. o Monitor new and existing programs for the purpose of correcting errors, performance, and general debugging.

• Oversee user/interdepartmental relations. o Maintain strong working relationships with users to remain familiar with user needs and problems. o Demonstrate and train any new or enhanced system to users. o Work regularly with the systems and operational staff in a professional manner. o Work well with users in developmental as well as crisis situations. o Develop database extractions based on user requirements. o Act as the liaison between user departments in the analysis and development of systems and solving of problems. Physical Demands: While performing the duties of this job, the employee is required to stand, walk, negotiate stairs, climb ladders, reach with hands and arms, talk, and hear, manipulate tools and small items with hands, and lift and transport up to 50 pounds over short distances. The employee is required to operate a motor vehicle in performance of duties. Specific vision abilities required by this job include close vision, distance vision, and color vision. The employee may be subjected to a wide range of ambient temperature and humidity conditions while working on equipment under varying conditions including overhead work and work in confined spaces. Potential hazards of this position include working with electricity, working with heat and noise producing machinery and equipment, working on elevated equipment using ladders or other lifting devices, and use of chemicals and solvents. • Understanding of the Systems Development Life Cycle

• Working knowledge of relational database design, including tables, views and indexes
