Job description
Responsible for the strategic planning, direction, and oversight of all information technology operations and services for the Berkeley County Commission and its affiliated offices and authorities. The IT Director provides executive-level leadership for the County's technology infrastructure, cybersecurity posture, enterprise applications, and digital services. This position requires a comprehensive understanding of West Virginia local government operations, including the distinct roles and statutory responsibilities of elected constitutional officers and appointed departments. The IT Director serves as the primary technology advisor to all County departments and elected offices - including the County Clerk, Sheriff, Assessor, Prosecuting Attorney, and Circuit Clerk - as well as public safety entities including the Berkeley County Fire Department, Emergency Medical Services, Emergency Management, and the Berkeley County Emergency Communications Center (ECC). The position carries specialized responsibility for public safety technology systems such as Computer-Aided Dispatch (CAD), 911 telephone systems, and radio communications. The IT Director exercises independent judgment, provides recommendations to the County Administrator and County Commission, and performs related work as required.

- Provides strategic leadership and executive oversight for all County information technology functions, including enterprise infrastructure, networking, cybersecurity, cloud services, and end-user support across all County departments and elected offices.
- Develops and implements a multi-year IT strategic plan aligned with the County's operational priorities, growth projections, and fiscal constraints.
- Directs, supervises, and evaluates IT department personnel, establishes performance expectations and provides professional development opportunities.
- Serves as the primary technology advisor to all County elected constitutional officers, including the County Clerk, Sheriff, Assessor, Prosecuting Attorney, and Circuit Clerk; assesses their technology needs, recommends solutions, and coordinates implementation of systems within their offices.
- Provides support and technology services to many outside agencies and political subdivision partners.
- Oversees the technology needs of public safety departments, including the Berkeley County Emergency Communications Center (ECC), Berkeley County Fire Department (BCFD), Emergency Medical Services, and Emergency Management.
- Manages and maintains public safety technology systems including Computer-Aided Dispatch (CAD) platforms, 911 telephone and call-handling equipment, public safety answering point (PSAP) infrastructure, Next Generation 911 (NG911) systems, and interoperable radio communications.
- Leads the County's enterprise cybersecurity efforts, including network security architecture, vulnerability management, risk assessments, incident response planning, penetration testing coordination, and staff security awareness training; ensures the County network and connected systems are protected against unauthorized access, data breaches, and cyber threats.
- Coordinates with the Multi-State Information Sharing and Analysis Center (MS-ISAC), the WV Office of Technology, and federal partners on threat intelligence, security advisories, and incident response.
- Develops, manages, and monitors the IT department's annual operating and capital budgets; prepares budget requests and justifications for submission to the County Administrator and Commission.
- Plans, procures, and oversees implementation of enterprise technology projects; prepares or reviews Requests for Proposals (RFPs) in compliance with West Virginia public procurement law.
- Establishes and enforces County-wide IT policies, standards, and security protocols; ensures compliance with applicable federal and state regulations including CJIS Security Policy, HIPAA, and WV data security requirements.
- Oversees data governance, records management technology, and systems integration across all County departments and elected offices.
- Evaluates emerging technologies and makes recommendations to leadership on adoption, replacement, or retirement of systems and equipment.
- Maintains productive relationships with hardware and software vendors, state and federal technology program offices, and peer local government IT professionals.
- Ensures continuity of IT operations through disaster recovery planning, backup systems management, and documented business continuity procedures.
- Presents technology recommendations, project updates, and policy proposals to the County Commission and other governing or advisory bodies as required.
Requirements
Do you have a valid Driver's License license?, Do you have experience in Telephone systems?, Do you have a Bachelor's degree?, * Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Information Systems, or a closely related field. Equivalent combinations of education and progressively responsible experience in government IT leadership may be considered.
- Minimum of seven (7) years of professional experience in information technology, with at least four (4) years in a supervisory or management role; significant experience working in a West Virginia or comparable local or state government environment is strongly preferred.
- Thorough knowledge of West Virginia local government operations, including the roles and statutory responsibilities of County Commissions, constitutional officers, and related authorities.
- Demonstrated knowledge of public safety technology systems, including CAD platforms, 911 PSAP telephone systems , NG911 infrastructure, and interoperable radio communications systems.
- Familiarity with election administration technology, including voting systems, election management software, and the WV Secretary of State's requirements for county-level election technology security and compliance.
- Knowledge of West Virginia competitive bidding and procurement requirements applicable to technology acquisitions.
- Knowledge of CJIS Security Policy requirements and experience managing or auditing CJIS-compliant environments.
- Working knowledge of applicable federal and state regulatory frameworks governing local government technology, including HIPAA, NIST cybersecurity frameworks, and WV Code provisions relevant to government technology.
- Demonstrated experience designing, securing, and managing enterprise networks, including firewall management, intrusion detection and prevention, network segmentation, and endpoint protection.
- Ability to develop and communicate technology strategy and policy to both technical staff and non-technical elected officials and department heads.
- Ability to manage complex, multi-department technology projects within defined schedules and budgets.
- Ability to establish and maintain effective working relationships with County officials, elected officers, department heads, employees, vendors, and the public.
- Ability to communicate effectively, both orally and in writing.
- Proficiency in enterprise systems common to local government environments, including financial management systems, geographic information systems (GIS), permitting platforms, and public records management software.
- Professional certifications such as CompTIA Security+, CISSP, CISM, PMP, ITIL, or comparable credentials are desirable.
SPECIAL REQUIREMENTS:
- Possession of a valid Driver's License.
- Must be able to obtain and maintain a background clearance consistent with CJIS Security Policy requirements.
- May be required to be available outside normal business hours to respond to technology emergencies, including outages affecting 911, election systems, or other critical County infrastructure.
