Job description

The Senior Software Developer / Applications provides full-stack application development, ETL engineering, and Oracle APEX development support for a federal agency's grants management application portfolio. This is a and primary technical developer on the O&M team, responsible for implementing backlog development items, building and maintaining ETL pipelines, developing and maintaining Oracle APEX applications, and sustaining custom applications across the agency's full application inventory. The Senior Software Developer maintains integration continuity between internal systems and external federal partners including Grants.gov, NIH eRA, Treasury ASAP, and FMMI, and ensures all developed software meets security, accessibility, and documentation standards., * Design, develop, test, and deploy solutions across the agency's application portfolio using Oracle Forms and Reports, Oracle APEX, Java (OpenJDK), Ruby on Rails, JRuby, and PL/SQL-based applications on Red Hat Enterprise Linux 8.

  • Build, maintain, and enhance ETL pipelines using Talend Data Integration for data flows between internal systems (Data Warehouse, EDAPT, NRS, Harmonized Data Model, ADR-SharePoint) and external federal data sources (Grants.gov, NIH eRA, Treasury ASAP via IBM Sterling Connect:Direct, FMMI).
  • Develop and maintain Oracle APEX applications and reports including ORDS-based REST APIs, Oracle APEX 21 components, and Jasper Reports integrations.
  • Maintain and enhance Java-based applications on JBoss EAP 7.4 / 8.1 and Tomcat 10.1 platforms including GAC, CDS, EAM, FOLS, FPA, PRS, and NEWAG SSO components.
  • Maintain and enhance Ruby on Rails / JRuby applications including LMD, REEport, NIFA Reporting Portal, and Data Gateway services running on TorqueBox and Puma servers.
  • Develop and maintain REEIS web application components using Apache 2.4, MySQL 5.7, DHTML, and JavaScript.
  • Apply and validate application-level patches following DISC security patch schedules; publish monthly patch compliance reports.
  • Maintain and address the O&M development backlog: collaborate on prioritization, document requirements, estimate effort, develop solutions, execute testing, and follow the change management governance process for production deployments.
  • Resolve service desk escalations for application-level bugs and functional issues; provide root cause analysis and short- and long-term remediation plans.
  • Maintain and ensure integration continuity between external data sources and internal applications; perform data validation and reconciliation following external system updates.
  • Develop and maintain comprehensive application documentation including procedures for routine processes, audit trail records, and technical design documentation consistent with ITSD configuration management standards.
  • Develop and execute functional and regression test plans to validate new or modified software prior to production deployment.
  • Ensure all developed software and ICT deliverables conform to Section 508 / WCAG Level AA accessibility standards; provide Accessibility Conformance Reports (ACRs) as required.
  • Support Transition-In knowledge acquisition and Transition-Out knowledge transfer activities.

Requirements

Do you have experience in Weblogic?, Do you have a Bachelor's degree?, * Bachelor's degree in Computer Science, Software Engineering, Information Systems, or a related field required.

  • Minimum 4 years of software development experience across multiple application types; up to 7 years for this Senior level band.
  • Demonstrated competency with Ruby on Rails (RoR), Java, WSDL, and PL/SQL as specified in PWS Section 7.4.
  • Demonstrated competency with MySQL, Oracle Database 19c, and SQL Server as specified in PWS Section 7.4.
  • Hands-on experience with Oracle APEX (21 or later), Oracle ORDS, and Jasper Reports development.
  • Experience with Talend Data Integration ETL development including job design, data validation, and pipeline maintenance.
  • Experience with JBoss EAP (7.x/8.x), Apache Tomcat, TorqueBox, and Puma server environments on RHEL 8.
  • Active U.S. Public Trust Moderate Risk investigation or ability to obtain one; higher designation may apply.
  • S. Citizenship required.
  • Ability to complete annual federal ISA and ROB mandatory training at contractor's expense.

Preferred Qualifications

  • Experience with Oracle WebLogic 12c, Oracle Forms and Reports administration and development.
  • Familiarity with IBM Sterling Connect:Direct for secure file transfer operations.
  • Exposure to Redis, React, and Java Springboot for modern application components.
  • Experience with AWS / Red Hat OpenShift cloud-hosted application environments.
  • Experience in a federal IT environment under FISMA compliance and NIST control frameworks.
  • Section 508 / WCAG Level AA compliance experience and ACR/VPAT documentation familiarity.
  • Familiarity with Git, Subversion, JIRA, Confluence, and Remedy for version control and change management.
  • Experience integrating with federal systems including Grants.gov, NIH eRA, or Treasury financial systems.
