Proposal Manager (ERP & Public Sector Solutions)

Supported by CGI's global network and strong client community, CGI Advantage delivers secure, intuitive, and scalable solutions that help government agencies modernize operations and improve service delivery., The Proposal Manager will work closely with client-facing business units, capture leads, solution architects, subject matter experts, and executive leadership to develop compliant, compelling, and competitive responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and related solicitations. The successful candidate will contribute to proposal strategy, content development, compliance management, and proposal execution while supporting CGI Advantage and other government-focused technology solutions., 1. Proposal Management & Coordination

2. Manage and support the full proposal development lifecycle from opportunity qualification through final submission.
3. Develop and maintain proposal schedules, compliance matrices, content plans, review calendars, and submission work plans.
4. Facilitate proposal kickoff meetings, strategy sessions, color team reviews, stand-ups, and submission readiness reviews.
5. Monitor proposal progress, track action items, identify risks, and ensure timely completion of deliverables.
6. Collaborate with capture managers and business development teams to support win strategies and proposal planning.
7. Proposal Content Development
8. Translate capture strategies, value propositions, key messages, and win themes into compelling proposal content.
9. Draft, edit, and review technical, management, staffing, implementation, and executive summary sections.
10. Support proposal responses related to ERP modernization, payroll implementations, budgeting, procurement, financial management, and other public sector technology initiatives.
11. Ensure proposal responses clearly articulate CGI's differentiators, public sector expertise, and ERP implementation capabilities.
12. Maintain proposal content libraries, resumes, project descriptions, case studies, and reusable proposal assets.
13. Public Sector & ERP Solution Support
14. Work closely with CGI Advantage teams, ERP solution architects, and subject matter experts to develop solution-oriented proposal responses.
15. Support pursuits focused on State, Local, Education (SLED), Federal, Transportation (DOT), and K-12 clients.
16. Assist with proposal content related to ERP implementations, cloud modernization, digital transformation, financial systems, payroll solutions, budgeting, and operational improvements.
17. Develop content that demonstrates CGI's experience delivering successful public sector transformation programs.
18. Collaboration & Communication
19. Partner with proposal teams, capture managers, subject matter experts, sales leaders, and business stakeholders to gather and refine proposal content.
20. Coordinate contributions from distributed teams to ensure consistent messaging and accountability.
21. Work with graphics, production, and publishing teams to support proposal formatting, visuals, and final deliverables.
22. Compliance & Quality Management
23. Analyze solicitation requirements and ensure proposal compliance.
24. Develop and maintain compliance matrices throughout the proposal lifecycle.
25. Support proposal review cycles and incorporate reviewer feedback.
26. Assist with final production, quality assurance reviews, and electronic proposal submissions.

The ideal candidate possesses strong proposal management experience within ERP, SaaS, consulting, or technology services environments and has experience supporting pursuits within State, Local, and Education (SLED), Federal, Transportation (DOT), K-12, or broader public sector markets. Experience supporting ERP implementation, payroll modernization, financial management, budgeting, procurement, or human capital management solutions is highly desirable.

Location: This role may be based out of any CGI office. Candidates should be able to work Eastern Time hours and follow a hybrid schedule of 2-3 days onsite per week., * 8+ years of experience supporting proposal management, proposal development, proposal coordination, or proposal writing within ERP, enterprise software, technology consulting, digital transformation, or professional services environments.

• Experience supporting proposals for State, Local, and Education (SLED), Federal, Transportation (DOT), K-12, or other public sector organizations.
• Experience supporting ERP, financial management, payroll, budgeting, procurement, human capital management, or related technology solution pursuits.
• Experience in government procurement processes, RFPs, RFIs, and public sector solicitation structures.
• Familiarity with proposal development methodologies such as Shipley, APMP, or equivalent best practices.
• Strong written, verbal, editing, and communication skills with the ability to translate technical concepts into compelling proposal narratives.
• Strong organizational and project management skills with the ability to manage multiple deadlines simultaneously.
• Ability to quickly learn new solutions, client environments, and business requirements.
• Ability to work effectively in fast-paced, deadline-driven environments while maintaining attention to detail and quality.
• Strong interpersonal skills and the ability to collaborate with stakeholders at all organizational levels.
• Proficiency in Microsoft 365 applications including Word, Excel, PowerPoint, SharePoint, Teams, and Adobe Acrobat Pro.

Preferred Qualifications

• Experience supporting ERP implementation proposals within State, Local, and Education (SLED) organizations.
• Familiarity with CGI Advantage, SAP, Oracle, Workday, Tyler Technologies, or other ERP platforms.
• Experience supporting public sector modernization, cloud transformation, financial management, payroll, budgeting, procurement, or human capital management initiatives.
• APMP certification or equivalent proposal management certification.

CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors, including skill set, level, experience, relevant training, and certifications. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $46,400.00 - $93,600.00.
