Job description

  • Responsible for provisioning, configuring, hosting, and maintaining the web-based mass notification system architecture.
  • Maintains the production and staging environments within a certified FedRAMP Moderate or High approved cloud data center.
  • Designs and tests the robust hardware infrastructure and geographically dispersed active-active nodes across the United States to eliminate single points of failure (SPOF).
  • Configures automated physical, utility, and virtual failover routing to ensure continuous operational uptime during equipment failures, power loss, or natural disasters.
  • Orchestrates system engineering adjustments to guarantee stable load management for at least 100 concurrent privileged users executing high-stress operations.
  • Oversees all technical security engineering, risk management framework (RMF) applications, and federal information security compliance mandates.
  • Leads the technical alignment of system documentation, controls, and security artifacts with the five lifecycle phases of NIST SP 800-64 and the Agency's System Life Cycle (SLC) Handbook.
  • Collaborates directly with the Customer's Emergency Support Section (ESS) staff to complete the formal Assessment and Authorization (A&A) process to get a full Authorization to Operate (ATO).
  • Integrates the platform's multi-factor identity infrastructure natively with government-provided Personal Identity Verification (PIV) credentials.
  • Deploys "fail-safe" visual isolation gates and dual-authorization verification settings to prevent unauthorized or unintended test messages from being broadcast to the public or FFL holders.
  • Manages the secure partition architecture, daily transactional ingestion feeds, and structural data integrity of the mass notification databases.
  • Configures and operates at least two distinct, completely segregated database environments to protect data confidentiality across Agency's divisions.
  • Implements secure, encrypted daily data transfer pipelines (FIPS-validated TLS 1.3/SFTP) to ingest data variables from the Microsoft Identity Management System (Employee DB) and another DB.
  • Programs and validates intelligent error checking and data deduplication logic to reject double entries during batch synchronizations.
  • Code-enforces manual overwrites protection rules so that ad-hoc contact field updates entered manually by authorized operators in the field survive automated daily refreshes.
  • Provides data import and export capabilities via standard REST APIs, MS SQL, Excel, and Active Directory formats.
  • Operates, tests, and optimizes all spatial geometry, mapping tools, and geocoding components within the application layer.
  • Configures spatial geometry interface tools to allow dispatchers to target contacts via radial circles, multi-ring distance bands, irregular polygons, and linear feature buffers.
  • Manages the flawless import, processing, and saved storage of ESRI shapefiles (.shp, .shx, .dbf, .prj) and maps them to a unified coordinate datum (WGS 84).
  • Establishes real-time ingestion capabilities for custom background map layers, weather data feeds, and chemical plume model raster graphics.
  • Enforces strict rooftop-level and point-structure address validation at entry, completely eliminating inaccurate, broad-parcel ZIP code Centroid geocoding practices.
  • Programs centrifugal proximity prioritization queues to automatically alert contacts closest to an incident core first, before systematically expanding outward.
  • Connects, routes, and maintains direct, high-throughput outbound transmission pipes covering Landline, Cellular, SMS/MMS Short/Long Codes, VoIP, and social media API relays.
  • Deploys native, core integrations with the FEMA Integrated Public Alert and Warning System (IPAWS) network endpoints across all major messaging categories (Interop/COG-to-COG, Post NWEM HazCollect, Post EAS, and Post CMAS/WEA) utilizing CAP 1.2 and EDXL-DE protocols.
  • Programs and monitors intelligent call-throttling algorithms and local telco exchange limitation detectors to dynamically adjust outbound broadcast pacing.
  • Tunes the platform's real-time Answering Machine Detection (AMD) signal filters to deposit clean voicemail audio blocks without clipping.
  • Implements the internal, ISO 9001-aligned corporate Quality Control Plan (QCP) to monitor system performance, response timeliness, and client satisfaction.
  • Chairs regular, in-depth performance evaluation meetings with the COR to review monthly quality assurance surveillance reports, analyze telemetry trends, and resolve joint concerns.
  • Conducts root-cause investigations into any valid, signed customer complaints forwarded by the COR, resolving system or staffing anomalies immediately.
  • Authors and submits comprehensive Corrective Action Plans (CAP) defining concrete correction steps and milestones if any performance standard drops below Acceptable Quality Levels (AQL).
  • Designs, authors, and distributes permanent written manuals and electronic training materials (searchable PDFs, reference sheets) to support system administrators and privileged users.
  • Conducts the mandatory initial deployment training sessions, including at least one comprehensive on-site session for system administrators and four remote webinars for operators.
  • Operates the public-safety grade technical support desk on a strict, continuous 24x7x365 schedule to manage trouble tickets and resolve live field user issues at no additional cost to the government.
  • Evaluates real-time delivery dashboards, compiles campaign telemetry reports, and processes inbound two-way polling/text responses via Natural Language Processing (NLP) tools for administrative review.

Requirements

  • Bachelor's or Master's degree in Cloud Engineering, Computer Science, Cybersecurity, Information Assurance, or an IT-related field.
  • 10+ years of experience designing secure federal enterprise cloud solutions.
  • Active certification in AWS, Azure, or GCP Cloud Architecture alongside formal FedRAMP compliance expertise.
  • CISSP (Certified Information Systems Security Professional) or CISM certification.
  • Microsoft SQL Server Administrator Certification or Oracle Database Professional Certification.
  • Professional GISP (GIS Professional) certification or Esri Technical Certification.
  • Active CCNP (Collaboration/Voice) or equivalent industry telecommunications certification.
  • 7+ years of experience managing complex multi-tenant ETL (Extract, Transform, Load) pipelines for federal customers.
  • Deep, practical knowledge of NIST SP 800-53, SP 800-171, CMMC Level 2, and federal ATO lifecycles.
  • Specialized experience with SIP trunking, SMS aggregator backbones, CAP 1.2 specifications, and FEMA IPAWS testing procedures.
