Job description
The NYC Department of Design and Construction, Technology and Innovation Division, seeks a T&I Director of the Payment and Project Management Suite to lead internal staff and consultant teams in developing, enhancing, and supporting mission critical applications; including PDMS, Benchmark, Change Request, Daily Diary, Task Order, Bidscope+, FEP and related tools. The successful candidate will deliver the division's strategic initiatives by steering Payment and Project Management product roadmaps, overseeing full life-cycle management from requirements through release and support, and driving rapid improvements that align with agency priorities. Key responsibilities include advising executive leadership on construction-technology solutions, managing dedicated teams for each application, supervising vendor performance, monitoring ticket performance toe ensure swift resolutions of product issues. The T&I Director will execute the agency's T&I strategic plan day to day, cultivate processes that foster clear communication with partner divisions to enhance user experience, and prepare the annual budget and expenditure schedule for the suite. Additionally, the T&I Director will serve as a liaison and actively participate in high-level project management meetings and objectives are consistently met for our agency partners. Authorization to work in the United States is required for this position. Requirements
- A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
- A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above. In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above. Preferred Skills Preference will be given to candidates with hands on experience working with .NET Technologies. (C#, ASP.NET, MVC, WebForms, WebAPI, WCF Services, Windows Services, LINQ, Asynchronous / Multithreaded Programming, Visual Studio.NET 2015, Team Foundation Services). Experience with AJAX, HTML 5, CSS, and JavaScript along with frameworks such as JQuery, Bootstrap, and/or AngularJS. Experience working with Microsoft SQL Server, creating data definitions, SSIS packages and complex database objects. MCSD or MCP or MCSE or MCITP: Web Applications preferred. Experience with Microsoft Visual Studio.NET, Microsoft SQL Management Studio, Microsoft Reporting Services, and Team Foundation Server. Development of complex ETL data transformations using SSIS and stored procedures. An ability to communicate and work in a team setting.
