Job description
We are seeking a Technical Analyst to support a complex federal government content management and digital experience contract spanning multiple integrated workstreams. This is a writing-intensive, embedded role: the selected candidate will lead requirements documentation from elicitation through stakeholder sign-off, working in close daily partnership with developers, content strategists, and accessibility specialists to modernize the agency's public-facing digital properties., * Lead authoring of requirements documentation - BRDs, functional and non-functional specifications, user stories, use cases, process flows, and acceptance criteria - and maintain a requirements traceability matrix (RTM) through design, development, and testing

Facilitate elicitation sessions with agency program stakeholders and technical teams; identify and resolve requirements conflicts, gaps, and dependencies across workstreams

Author and manage user stories, epics, and backlog items in JIRA; validate requirements against the agency's digital strategy and applicable federal policies (21st Century IDEA Act, Plain Language Act, Section 508)

Serve as Certified Scrum Master, facilitating sprint ceremonies and supporting the Product Owner in maintaining a prioritized backlog; track and report on sprint progress and scope changes

Document requirements for Drupal CMS web properties including content types, workflows, metadata schemas, and integrations; support API integration documentation and analytics requirements (DAP, Google Analytics, Domo, Tableau)

Lead digital accessibility requirements analysis (WCAG 2.1 AA / Section 508) and participate in compliance testing using ANDI, axe DevTools, and screen readers (NVDA, JAWS)

Build trusted relationships with agency CORs and program office leads; communicate complex technical concepts clearly across executive and working-level audiences

Note: UI/UX tasks and wireframe creation are handled by dedicated design team members and are not part of this role
Requirements
Do you have experience in WCAG?, Do you have a Bachelor's degree?, * US Citizenship required

Bachelor's degree in Information Technology, Business Administration, Computer Science, Communications, or related discipline

6+ years of experience in business or technical analysis, including demonstrated experience on federal web or digital modernization initiatives

Certified Scrum Master (CSM) or equivalent Agile certification - required

Proven track record as lead author of complex requirements artifacts in an Agile/Scrum environment

Working knowledge of Section 508 / WCAG 2.1 AA, REST APIs, HTML/CSS fundamentals, and CI/CD workflows

Proficiency in JIRA and Microsoft Office 365; excellent written communication skills for both technical and non-technical audiences

Superb organizational skills, high attention to detail, and ability to manage multiple deliverables with minimal supervision
Preferred Qualifications

Drupal CMS experience - strongly preferred (content types, workflows, metadata schemas, views, integrations)

Familiarity with the 21st Century IDEA Act, USWDS, and federal plain language and content strategy guidelines

Experience with human-centered design (HCD) methodologies and federal agency environments

Experience defining requirements for AI/ML-assisted features, search, personalization, or chatbot integration

Advanced Scrum or BA certification (A-CSM, SAFe SM, CBAP, PMI-PBA, or equivalent)
