Job description

Position Summary: The City of Aspen is seeking a collaborative design professional to support the planning, design, and implementation of mobility and infrastructure projects across the community. This position plays a key role in advancing transportation, mobility, infrastructure, and capital improvement projects that enhance safety, accessibility, and the overall experience of Aspen's streets, transit systems, and public spaces.

We are open to candidates with backgrounds in engineering, landscape architecture, architecture, community planning, or related fields who bring a strong foundation in project management and execution and a passion for multimodal transportation infrastructure and management, as well as strong interdisciplinary problem-solving and collaboration skills.

Supervision Exercised and Received: Works under the general supervision of the Transportation Director, within the Public Works Agency., Project Manager II: Performs developing professional project management, planning, design, and construction coordination work with increasing independence in support of multimodal transportation infrastructure, mobility systems, and public right-of-way improvements.

Project Manager III: Performs intermediate-level professional project management, planning, design, and construction coordination work in support of multimodal transportation infrastructure, mobility systems, and public right-of-way improvements.

Senior Project Manager: Performs advanced professional project management, strategic planning, design and construction oversight, and leadership work in support of complex transportation infrastructure, mobility systems, capital projects, and public right-of-way initiatives., Planning, Design, and Technical Support

  • Contributes to the planning and siting of multimodal infrastructure such as bike share facilities, transit stops, streetscapes, and pedestrian improvements.
  • Provides technical input on projects related to mobility, public spaces, and facilities within the public right of way.
  • Reviews plans, construction projects, and proposals for impacts to transportation systems, public right of way, and user experience.
  • Supports interdisciplinary design and construction efforts that integrate engineering, planning, stormwater, and other design considerations.
  • Reviews and comments on development proposals, special event applications, 811 reviews, and similar.
  • Coordinates with procurement, contracting, other departments, and the public to achieve departmental objectives and projects.

Mobility & Transportation Systems

  • Supports data collection and analysis related to traffic, parking, transit, and multimodal use.
  • Maintains City-owned traffic counters and manages traffic count data.
  • Participates in citywide and regional efforts related to transit, bicycle, and pedestrian systems.
  • Contributes to initiatives focused on safety, accessibility, and mobility innovation.
  • Reviews and comments on Traffic Control Plans as to their impact on mobility and parking programs.

Capital Projects and Construction

  • Leads inhouse design work and construction for the Transportation Department, including directing and training staff in preparing plans in accordance with required standards and codes.
  • Acts as construction project manager and owner's representative for city capital projects.
  • Oversees maintenance, repair, and long-range capital planning for the Rubey Park Transit Center and City-owned bus stops.
  • Supports project delivery associated with major initiatives such as the Entrance to Aspen and related environmental review efforts.

Data, Technology, and Systems Management

  • Supports management and use of GIS and other tools to inform planning and decision-making.
  • Contributes to data-driven approaches to improve transportation systems and infrastructure performance.
  • Collects, analyzes and reports on local and regional traffic count data, ridership data and similar.
  • Develops and manages GIS data related to transportation facilities and services.

Partnerships, Collaboration, and Leadership

  • Works across departments and disciplines to advance shared goals related to mobility and infrastructure.
  • Represents the department in meetings with internal and external teams, partner agencies, and the public.
  • Participates in teams such as Pedestrian and Bike Safety, emergency management, and other cross-functional groups.
  • Serves as Transportation lead on the City's Pedestrian and Bike Safety Team and Emergency Management Team

Customer Service & Community Engagement

  • Represents the department in meetings with City staff, elected officials, and community stakeholders.
  • Builds and maintains collaborative relationships that support project delivery and community goals.

Requirements

Do you have a valid Driver's License license?, Do you have experience in Data-driven problem-solving?, Do you have a Master's degree?, Licenses & Certifications: Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date. Relevant professional licensure (PE, PLA, AICP, RA, PMP, etc.) is preferred but not required. Technical Knowledge and Skills:

  • Must be proficient in Microsoft programs including Word, Excel, Outlook (Email), and have a basic understanding of computers and online computer-based technology applications, which include accessing web-based platforms.
  • Familiarity with project management, design coordination, construction management, and/or infrastructure systems.
  • Working knowledge of tools such as GIS, AutoCAD, or similar platforms.
  • Ability to identify emerging trends and technologies related to transportation infrastructure, multimodal systems, and public space design.

Project Manager II

  • Education: Bachelor's degree in civil engineering, landscape architecture, architecture, planning, or a related field. Equivalent combinations of education, training, and experience may be considered.
  • Experience: One (1) to three (3) years of professional experience in project management, design, planning, or implementation of infrastructure or public sector projects.

Project Manager III:

  • Education: Bachelor's degree in civil engineering, landscape architecture, architecture, planning, or a related field. Equivalent combinations of education, training, and experience may be considered.
  • Experience: Three (3) or more years of professional experience in project management, design, planning, or implementation of infrastructure or public sector projects.

Senior Project Manager:

  • Education: Bachelor's degree in civil engineering, landscape architecture, architecture, planning, or a related field
  • Experience: Progressive (5+ years) professional experience in project management, design, planning, or implementation of infrastructure or public sector projects.

Preferred Candidate:

  • Five (5) to eight (8) years of documented experience working on transportation, mobility, streetscape, or public infrastructure projects.
  • Demonstrated ability to work across disciplines and translate between planning, design, and engineering perspectives.
  • Experience with public engagement and stakeholder coordination.
  • Experience with AutoCAD Civil 3D, GIS, and Project Management Tools
  • Demonstrated experience with traffic impact analysis and congestion management approaches.
  • Experience with environmental review processes (e.g., NEPA, Section 106, NHPA, etc.) is a plus.
