Job description

The Information Technology Manager I (ITM I) acts in a managerial capacity in the planning and coordination of ongoing unit operational activities which include research, development, standardization, implementation, and management of the agency's most complex custom application systems utilizing ESRI ArcGIS server, ArcGIS Online, ArcGIS Portal, Azure Services, C#, MVC, JAVA EE, Angular, customer off the shelf (COTS), software as a service (SAAS), cloud-based architectures, Microsoft Power Platform, IIS, Enterprise Java Beans, Java Server Pages, Java Server Faces, Hibernate, Oracle, MSSQL, MySQL, Snowflake, JBoss Enterprise Application Platform (JBoss EAP), jQuery, Web Services, Red Hat Enterprise Linux (RHEL), and Windows Server. The ITM I will provide services across IT domains including Business Technology Management, IT Project Management, Software Engineering, and System Engineering., Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract.   • Managerial and technical knowledge of and experience with supporting enterprise-scale GIS technologies, including ESRI ArcGIS server, ArcGIS Online, ArcGIS Portal, ArcGIS JavaScript API, and equivalent. Knowledge of and experience with integrating GIS functionality in web-based solutions.
  • Managerial and technical knowledge of and experience with supporting all aspects of web solutions based on ASP.NET, C#, Java EE, IIS, JBoss EAP, MVC, Enterprise Java Beans, Java Server Pages, Java Server Faces, Hibernate, jQuery, Angular, Azure services, Power Platform, and Web Services. Knowledge of and experience with web solutions based on enterprise-scale databases, including MS SQL and Oracle.
  • Managerial and technical knowledge of and experience with supporting all aspects of system administration of enterprise DBMS technologies, including Oracle and SQL Server database systems, including the Snowflake platform. Managerial and technical knowledge of and experience with enhancing, sustaining, architecting, and migrating custom web systems to new cloud-based architectures, including Amazon Web Services (AWS) cloud, Microsoft Azure, COTS cloud-based solutions, and SAAS technology offerings.
  • Managerial and technical knowledge of and experience with Agile development methodologies and principles.
  • Managerial and technical knowledge of and experience with systems integration, n-tiered web-based application programming, logical and physical database design, data table generation, data migration best practices, performance tuning, data conversion, migration, integration, security practices and procedures.
  • Knowledge of and experience with coordinating complex information technology projects and systems. Experience includes defining project scope, objectives, user requirements, activity definitions, project schedules, resource plans, cost estimates, risk identification, procurement plans, team member roles and responsibilities, and stakeholder communication needs. Experience advising management on planning, development, implementation, and coordination of IT issues.
  • Ability to communicate effectively and professionally (verbal and in writing) with team members and customers and provide timely responses to internal/external customers.
  • Experience advising and presenting administrative information, system recommendations, and technical solutions to co-workers, management, and executive-level staff. Experience advising management on planning, development, implementation, and coordination of IT issues.
  • Knowledge of principles of project management to ensure high-quality IT products.
  • Prepare and make presentations to customers and stakeholders.
  • Possess the ability to work with groups, including staff and management, other government agency partners, and stakeholders.
  • Ability to develop and maintain effective and cooperative working relationships.
  • Possess a high level of initiative, effort, and commitment towards completing assignments in a timely manner.
  • Ability to work with minimal supervision.
  • Ability to easily adapt to changing priorities.
  • Possess strong knowledge of the Systems Development Life Cycle., A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate's ability to present information clearly and concisely in writing. It should be typed, no more than three (3) pages in length, using Arial and 12 Font, and normal margins.
