This is a fantastic opportunity to join the major cross government Unity Programme which will bring together Shared Services for His Majestys Revenue and Customs (HMRC), Department for Transport (DFT) and Ministry of Housing, Communities and Local Government (MHCLG).
The programme aims to deliver the tools in Human Resources (HR), Finance, Payroll, and Procurement to enable the user to complete administration tasks, whether Finance, HR, or Procurement quickly and with minimal effort by modernising our IT Platform, bringing together our shared services teams, standardising our data and cutting through processes that cost our departments time and money.
The Organisation Design Manager is an exciting role within the Organisation Design and Workforce Transition Team within the Unity Programme. We are a supportive and welcoming team. We enjoy working with great colleagues across the programme and beyond to deliver organisation design and development projects which make a real difference.
The role involves analysing current organisational processes and structures, identifying areas for improvement, including where the new technologies will drive differing requirements and a more value add offer. They will be responsible for translating process change into OD impacts for both the Unity shared service organisation and customer departments.
The OD and Workforce Transition Team works collaboratively throughout, and the role is likely to involve a high degree of collaboration with subject matter experts across the wider programme. The role will also involve travel to locations around the UK to work with programme teams, departments and stakeholders. This role reports to one of the Organisation Design Leads., * Scoping, planning and implementing projects in line with the Unity organisational design strategy and plan.
- Ensuring all projects are delivered in accordance with the Unity integrated programme plan, identifying risks, issues and dependencies whilst supporting programme governance.
- Conducting assessments of current organisational structures, processes, performance and developing proposals to design new organisational structures and processes in line with the agreed target operating model.
- Designing and facilitating programme and stakeholder engagement events using a variety of tools and techniques including face to face workshops in various locations around the UK.
- Working with process and functional colleagues in design sprints to identify OD impacts and develop advice and solutions.
- Identifying how the Service Delivery Model will impact both the shared service organisation and retained functions in OD terms.
- Working closely with Change colleagues to ensure roles and responsibilities are clearly defined.
- Taking on wider work across the OD and Workforce Team according to capacity demands.

Reserve List

Hybrid working at HMRC
HMRC is an office-based organisation, and colleagues are expected to spend 60% of their working time in the office. Our offices provide opportunity for interaction, collaboration which aids learning and development and a sense of community. Requirements
Do you have experience in Unity?, The ideal candidate for this role will have the following essential criteria:
- Working knowledge and practical application of OD tools and methodologies.
- Proven track record in delivering OD projects that drive transformational change in an operational environment.
- Experience of managing people change and transition as part of a single integrated programme environment
- Able to define the people impacts of process change in terms of skills, structures, roles and associated options for managing the transition.
- Strong interpersonal skills and ability to work collaboratively with a broad range of stakeholders across business areas and professions.
- Experience of organisation design and people impact assessment associated with large scale transformation ideally, SAP or comparable enterprise system implementations, including alignment to target operating models and transition planning.
Desirable Criteria
The following criteria are also desirable:
- Qualification in Organisation Design and/or Membership of the Chartered Institute of Personnel and Development.
- Excellent project management skills.
- Experience of delivering organisation design or workforce transition activity within a large scale shared services environment, including assessing impacts on retained functions, service delivery models and customer departments., During the panel interview, you will be assessed on Experience based questions .Candidates will also be asked to give a 10 minute presentation on your experience of working knowledge and practical application of OD tools and methodologies and a proven track record in delivering OD projects that drive transformational change in an operational environment. Candidates should be prepared to answer questions on their presentation., Customer facing roles in HMRC require the ability to converse at ease with members of the public and provide advice in accurate spoken English and/or Welsh where required. Where this is an essential requirement, this will be tested as part of the selection process., Successful candidates must undergo a criminal record check.
