Under the general direction of the designated supervisor, the incumbent is responsible for advanced technical support with the development, implementation, administration, management, training, and evaluation of all application systems in support of the Police Department's Technical Operations Center and Real Time Crime Center. Work involves analyzing, designing, and implementing sophisticated software systems and databases to assist with the functional business processes for new and existing systems in support of the Police Department's Strategic Goals. No Supervisory Responsibilities. Responsibilities and Reporting During an Emergency Situation: Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice. Non Essential Employees will not be required to work during a declared emergency. The employee's Department Head will determine when the employee will be required to work., * Prepare monthly and other written reports as needed to management.
- Operates a vehicle when travel is required to perform assigned tasks.
- This position requires regular and reliable attendance and the employee's physical presence
at the workplace.
- Will be required to work in on-call status during assigned periods.
- Perform related duties as assigned.
- Responsible for the system and database administration of the Police Department's software applications relating to the Department's Technical Operations Center and Real Time Crime Center.
- Responsible for developing requirements, implementation of new applications, troubleshooting and resolving issues.
- Responsible for management of application systems, including serving as a liaison to software vendor, software/hardware service provider, managers and other staff.
- Provide system support, including the development, customizing, automating and maintaining all applications screens, fields, tables, indexes, forms, reports, and documents.
- Provide applications training and functional support to all users.
- Test and Implement upgrades for all application systems.
- Responsible for monitoring and tuning performance of database management systems.
- Provides support relating to builds, edits and management of GIS data layers.
- Assist with customization with GIS software to meet user needs.
- Assist with imports, exports, or translates data between graphic file formats (geo-referencing)
- Performs data research and QC functions.
- Assist with creation of custom map products for internal and external use; creates and analyzes spatial data for internal custom projects when required or requested.
- Assist with the acquiring and utilization of technical crime data for layout and production of design projects using police department data to efficiently and accurately produce mapping for crime analysis and public safety related issues as well as provide staff support in development, maintenance, updating and retrieving information from the City and Police Department data sources., This work typically requires the following physical activities to be performed.

Work performed is primarily:
- Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
WORK ENVIRONMENT
- Contact with internal and external customers, vendors, outside agencies and the general public.
- May be required to work hours other than the regular schedule including nights, weekends, and holidays.
- May be required to work in on-call status during assigned periods.
Requirements
Do you have a valid Driver's License license?, Do you have experience in Windows?, Do you have a Associate's degree?, * Proficient in the use of word processing, spreadsheet, database and presentation software.
- Knowledgeable of operating systems, data and file structure.
- Ability to manage multiple projects and meet deadlines.
- Ability to performing under frequent deadlines and/or in response to emergencies.
- Ability to exercise sound judgment and make decisions in accordance with established laws, regulations, ordinances, departmental policies and procedures.
- Ability to speak clearly and persuasively in positive or negative situations.
- Ability to establish and maintain effective working relationships.
- Ability to communicate effectively in oral and written form.
- Ability to operate necessary equipment, including but not limited to a personal computer, and testing and diagnostic equipment.
- Ability to learn and master new software quickly and easily.
- Knowledge of and ability to create, complex queries using the SQL & Python query language.
- Knowledge of Client/Server database applications.
- Knowledge of Windows operating systems.
- Knowledge and skill in automating and maintaining database datasets.
- Skill in data extraction
- Skill in written, verbal, electronic, and visual communications for effective expression and clarity
- Skill in critical thinking, analysis and problem-solving, specifically related to data quality
- Skill in organization, prioritization, and time management
- Skill in the use of Microsoft development tools.

- Skill in the development of Crystal reports., * Associate's degree in Information Systems, Computer Science or closely related field which emphasizes computer software/hardware; or equivalent experience and training that provides the required knowledge, skills and abilities to perform the essential job functions may be substituted for the Associates' degree.
- Mandatory Drug/Alcohol Testing required.
- Two years of experience working as a System Analyst or related work
- A valid Florida Driver's License with an acceptable driving record., * CNE, MCSE, CCNE or equivalent certification, preferred
- Bachelor's degree preferred
- Five years' experience in Windows' environment and database application development or related work preferred
- Microsoft SQL database administration experience
- Certifications in Microsoft Office, Visual Studio, SQL
