Job description

The Maryland Department of Labor, BEACON Office, is seeking a highly qualified IT Lead Engineer to serve as a Senior Web Developer and Technical Lead. This position is responsible for the architectural design, development, and maintenance of enterprise-level web applications that support the BEACON unemployment insurance modernization project. The successful candidate will work closely with project managers, UI staff, directors, and executive leadership to guide business rules, design, functionality, and policy decisions., The IT Lead Engineer serves as a Senior Web Developer and Technical Lead responsible for the architectural design, development, and maintenance of enterprise-level web applications. This role involves high-level programming, mentoring junior staff, and ensuring that web solutions meet state security, accessibility, and performance standards. The position is in daily contact with the vendor and project manager to plan and review use cases, requirements, and business process rules for the BEACON project, while also working with program administrators and supervisors to ensure specific program requirements are incorporated into the UI Modernization plan., Guide a team of developers through code reviews, pair programming, and technical troubleshooting. Establish best practices for the Software Development Life Cycle (SDLC) and provide guidance on modern design patterns.

Testing & Quality Assurance (10%) Oversee the implementation of automated testing suites (unit, integration, and end-to- end). Ensure all web applications are cross-browser compatible, responsive, and meet state-mandated security protocols.

Technical Management & Collaboration (5%) Collaborate with Project Managers, UI/UX designers, and stakeholders to define project scopes and timelines. Lead sprint planning and provide accurate technical estimates for deliverables.

Documentation (5%) Maintain comprehensive technical documentation, including API references, system architecture diagrams, and deployment guides., All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Requirements

Do you have a High school diploma or GED?, Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Education: A Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

  1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

  2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

  3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

  4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software on a year-for-year basis for a high school education.

  5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Experience working on government IT modernization or unemployment insurance systems.

Experience with BEACON or similar benefits administration platforms.
