Job description

If you love high profile and challenging programing projects supporting the United States Coast Guard (USCG) - Serco has a great opportunity for you! This Test Engineer Position will be on a dynamic team responsible for testing surface programs at our customer site in Norfolk, VA. Bring your expertise and collaborative skills to make an impact towards our national security homeland defense.

Serco supports the USCG in the acquisition of new technology used to defend our nation. Our team reviews acquisition documentation, develops test plans, executes test events, collects and analyzes data, and writes test reports. This includes programs supporting the Operation Test and Evaluation Force (OPTEVFOR) USCG Test Division.

You will be part of a 5-7 member team that works closely with the customer to deliver quality test and evaluation products. The team has been supporting test and evaluation (T&E) for over 15 years and has been recognized by both the Navy and Department of Homeland Security (DHS) for their outstanding contributions.

In this role, you will:

  • Perform as the Test and Evaluation Engineer that supports the OPTEVFOR USCG Test Division in the review of acquisition documents, development of Integrated Evaluation Frameworks (IEF) and complex test plans, execution of operational tests, reduction and analysis of data, and writing of test reports.
  • Support Operational Test and Evaluation (OT&E) events to provide an evaluation of the mission capability of the platform or system when employed in a realistic, operational environment.
  • Support the USCG Operational Test Director in providing a T&E Strategy brief to the Department of Homeland Security Director of T&E for all major acquisition programs under DHS engagement.
  • Provide mission and capabilities analyses and test design using the Mission-Based Test Design (MBTD) process.
  • Assist in providing OT&E strategy associated with operational testing and drafting of applicable sections of the Test and Evaluation Master Plan (TEMP).
  • Provide T&E Concept Briefing on the planned OT&E activity.
  • Work directly with senior technical personnel, stakeholders, and project managers in the planning and execution of test events.
  • Employ existing guidelines and instructions, guidance from higher-level engineers, operational experience, and independent judgment to plan and accomplish test objectives.

Requirements

  • U.S. Citizenship
  • DOW Secret security clearance
  • Bachelor's Degree in Science, Technology, Engineering, or Mathematics and
  • at least four (4) years of USCG or US Navy operational experience in Surface Platforms OR
  • at least eight (8) years of USCG or US Navy operational experience in Surface Platforms and Operations in lieu of degree.
  • Successfully completed the necessary requirements to hold either a Department of Defense (DoD) or Department of Homeland Security (DHS) Certified Acquisition Professional certificate for Test & Evaluation Manager Level I
  • At least three (3) years working on the development of Integrated Evaluation Frameworks (IEFs), Test Plans, and Final Reports, in direct support of Operational Testing of USCG or US Navy acquisitions
  • Proficiency in technical writing.
  • Proficiency with MS-Office software to include MS Word, MS Excel, MS Access, and MS Power Point.
  • Ability to travel up to 10%.

Additional desired experience and skills:

  • Completion of OPTEVFOR Operational Test Director (OTD) Course.
