Job description
Under administrative direction, serves as the District's subject matter expert for enterprise data management, business intelligence, reporting, and application administration supporting public safety communications, emergency response operations, and critical infrastructure systems. Responsible for the administration, security, performance, availability, and integrity of enterprise databases, data warehouses, reporting platforms, and business applications utilized by the El Paso County 911 District and participating public safety agencies. Designs, develops, and maintains complex data solutions, dashboards, reports, and integrations utilizing Microsoft SQL Server, Power BI, SSRS, SSIS, and related technologies to support operational, analytical, and strategic decision-making., This is a full-time, salaried, exempt role typically requiring 40 hours per week from 8 am to 5 pm, Monday through Friday, although it may involve extended hours and emergency call-backs. There may also be occasions where remote work or work after regular business hours is expected from the employee. Additionally, this role entails after-hours monitoring of various electronic communications in support of public safety stakeholders and critical infrastructure., Database Administration, Design, and Optimization - Designs, maintains, secures, optimizes, and troubleshoots enterprise SQL Server databases, schemas, tables, views, stored procedures, indexes, jobs, integrations, backups, restores, and high-availability or disaster-recovery related database functions. Performs database performance tuning, query optimization, capacity planning, integrity checks, and root-cause analysis for complex production issues.
Business Intelligence, Reporting, and Data Warehousing - Develops, maintains, and enhances reporting and analytics solutions using Power BI, SSRS, SQL, SSIS, and related Microsoft data tools. Designs and supports dashboards, paginated reports, operational metrics, extracts, data marts, semantic models, and data warehouse-style structures that improve decision-making, operational awareness, compliance reporting, stakeholder transparency, and performance management.
Public Safety Communications Technical Support: Support and maintain critical communications infrastructure, including all systems in the emergency response network. Ensure compliance with relevant regulations and standards (e.g., NIST, CJIS). Provide support for end-user issues, including troubleshooting hardware and software problems.
Role-Based Access, Data Security, and Permissions - Implements and maintains role-based access control and least-privilege security models across databases, reports, applications, tables, views, stored procedures, data sets, users, groups, and service accounts. Reviews permissions, supports audits, maintains separation of duties, documents access models, and ensures access is appropriate for multi-agency public safety operations and CJI-sensitive environments.
Applications Support - Serves as a member of the applications team responsible for supporting a wide range of District applications beyond core database platforms, including application configuration, vendor coordination, integrations, upgrades, user support, documentation, troubleshooting, and knowledge transfer across supported systems.
Training and Documentation -Trains new and existing staff and stakeholders on developing and
using queries, creating related training materials. Prepares charts, diagrams, checklists, and
processes for help-desk activities, maintains logs of activities, and generates reports.
System Upgrades, Maintenance & Database Administration - Administers and supports enterprise databases supporting public safety and business applications, ensuring data integrity, security, performance, and availability. Coordinates database activities related to upgrades, patches, migrations, integrations, and new system implementations; validates reports, interfaces, and application functionality; and maintains database documentation, security permissions, and technical standards to support reliable system operations.
Coordination and Communication - This role involves close collaboration with network, application
personnel, and various business groups to support application functions and the Computer-Aided-
Dispatch environment. Effective communication with stakeholders and colleagues ensures
smooth operations and goal achievement.
Vendor and Project Coordination - Coordinates with vendors and contractors to resolve incidents, implement improvements, validate deliverables, schedule maintenance, and ensure service delivery. Participate in project planning, implementation, testing, change control, and post-implementation support activities.

Requirements
Do you have a valid Driver's License license?, Do you have experience in Vendor relationship management?, Do you have a Bachelor's degree?, The position supports mission-critical Computer Aided Dispatch (CAD), Records Management System (RMS), public safety interfaces, reporting platforms, and other District-supported applications used by multiple participating agencies and stakeholders. The ideal candidate is a seasoned technical professional who can operate independently, solve complex data and application issues, communicate effectively with vendors and public safety stakeholders, and strengthen the reliability, security, and usability of critical infrastructure systems., * Education: Bachelor's degree in Computer Science, Information Technology, Data Analytics, Management Information Systems, or a related field. Relevant work experience, advanced technical training, or certifications may be considered in lieu of the educational requirement.
- Experience: Minimum of 5 years of progressively responsible experience in database administration, SQL Server administration, business intelligence/reporting, enterprise applications support, or closely related technical work.
- Technical Skills: Strong proficiency with Microsoft SQL Server, T-SQL, database design, stored procedures, views, indexing, performance tuning, backup and recovery, SQL Agent jobs, troubleshooting, and production database support.
- Reporting and BI: Demonstrated experience developing and supporting operational reports, dashboards, metrics, extracts, or analytics using tools such as Power BI, SSRS, SSIS, Excel data models, or comparable BI/reporting platforms.
- Security and Access: Experience administering users, groups, roles, permissions, service accounts, and role-based access to database objects, reports, applications, tables, views, and related data resources.
- Applications Support: Experience supporting enterprise applications, coordinating with vendors, troubleshooting application/data issues, documenting systems, and assisting end users in a production environment.
- Communication: Strong written and verbal communication skills with the ability to work effectively with technical teams, vendors, leadership, and public safety stakeholders.
- Problem-Solving: Demonstrated ability to independently troubleshoot complex technical, data, reporting, and application issues in a high-availability environment.
Preferred & Highly Desirable Experience:
- Experience: 7 or more years of progressively responsible experience in senior database administration, enterprise reporting, BI development, data warehousing, or public safety applications support.
- Public Safety Systems: Experience supporting CAD, RMS, 9-1-1, emergency communications, law enforcement, fire, EMS, emergency management, or other mission-critical public safety technology environments.
- CAD/RMS Multi-Agency Environments: Experience with complex multi-agency or multi-tenant CAD/RMS deployments, agency-specific access rules, shared reporting environments, data segmentation, records workflows, and cross-jurisdictional operational requirements.
- Advanced BI and Reporting: Experience developing and supporting reports, dashboards, and data integrations using Power BI, SSRS, SSIS, SQL Server Services, paginated reports, dashboards, and KPIs.
- Data Warehouse Concepts & Exposure: Some experience designing or supporting data warehouses, data marts, ETL/ELT processes, data dictionaries, metadata documentation, and governed reporting layers.
- Security and Compliance: Understanding of CJIS, NIST, least privilege, separation of duties, auditing, role-based access, data classification, data retention, and secure handling of sensitive operational or CJI-related data.
- Performance and Reliability: Experience tuning complex SQL queries, optimizing indexes, analyzing execution plans, monitoring database performance, and supporting high-availability or disaster-recovery strategies.
- Project and Vendor Leadership: Experience leading technical workstreams, supervising contractors or vendors, developing test plans, coordinating change windows, validating deliverables, and managing projects from planning through operational handoff.
- Certifications: Microsoft, Azure Data, SQL Server, Power BI, cybersecurity, ITIL, CJIS, project management, or comparable certifications are desirable.
Other Requirements:
- Candidate must maintain eligibility to access and work within a Criminal Justice Information (CJI) environment and will be subject to an extensive background check.
Licenses, Registrations and/or Certificates:
- Candidate must have and maintain a valid license to operate a motor vehicle in the United States.
Working Conditions:
The work environment is primarily office-based, involving typical tasks such as sitting, standing,
and bending. There is some exposure to technical areas like antenna and server farms, and
physical plant areas, occasionally requiring climbing and reaching. The role may also involve
moving or managing equipment up to 50 pounds and occasional driving in urban or rural traffic.
