Job description
We are seeking a Lead Data Analyst to join a team of qualified, diverse professionals. The ideal candidate will lead critical data analysis activities supporting large-scale migration efforts. This role is key in ensuring data integrity and accuracy throughout the migration lifecycle, providing analytical oversight, validation expertise, and comprehensive support to major modernization initiatives for a federal healthcare customer., * Leading data analysis activities for migration planning, including source-to-target data mapping, data profiling, and gap analysis between legacy systems and the Facets platform.
- Defining data quality metrics, establishing reconciliation criteria, and validating migration results against business and technical requirements.
- Conducting detailed data assessments to identify inconsistencies, anomalies, and data-related risks across multiple legacy environments.
- Developing and maintaining data mapping specifications, profiling reports, data dictionaries, lineage documentation, and other artifacts required to support the Data Migration Plan.
- Ensuring data integrity throughout the migration lifecycle by collaborating closely with data architects, ETL/ELT developers, business analysts, test teams, and system integrators.
- Providing analytical support for the Data Migration Plan, including dependency analysis, sequencing recommendations, and acceptance criteria definition.
- Leading stakeholder working sessions to refine data requirements, address data issues, and support business rules interpretation.
- Supporting test planning through the creation of data validation rules, test scenarios, defect research, and reconciliation processes.
- Monitoring migration execution results, performing reconciliation activities, and coordinating issue triage and resolution.
- Ensuring adherence to data governance, security, privacy, and quality standards consistent with enterprise and project policies.
- Ability to obtain and maintain a Public Trust clearance.
Requirements
- Minimum of 8 years of experience in data analysis, data profiling, or data management in large, complex enterprise environments with a BS/BA degree.
- Alternatively, a minimum of 6 years of experience with an MS/MA degree, or a minimum of 3 years with a PhD.
- Demonstrated experience supporting large-scale data migration, legacy modernization, or COTS platform integration initiatives.
- Must be eligible to obtain and maintain a Public Trust clearance.
Technical Skills:
- Proficiency with SQL for data discovery, validation, and reconciliation.
- Experience developing data quality rules, reconciliation approaches, and validation criteria.
- A strong understanding of data models, metadata, data lineage, and the impacts of ETL/ELT transformations.
- Experience producing data migration documentation such as mapping specifications, profiling reports, and validation results.
- Ability to communicate effectively with technical and non-technical stakeholders across multiple teams., * Experience with healthcare payer platforms, especially Facets.
- Experience with cloud data platforms or data integration tools within AWS, Azure, or Google Cloud Platform environments.
- Knowledge of enterprise data governance tools (e.g., Collibra, Informatica, Alation).
- Experience supporting structured SDLC, Agile, or hybrid project delivery methodologies.
- Familiarity with federal healthcare programs, specific federal agency environments, or regulatory requirements such as HIPAA.
- Relevant data or analytics certifications.
- Active or prior Public Trust or other security clearance.
