Technical Responsibilities
Technical Execution of EMS Upgrade
Perform technical activities required to support and execute the OSI Monarch EMS upgrade, including:
- Installation
- Configuration
- Migration
- Testing
- Post-cutover support
Ensure system stability, reliability, and successful deployment.
System Configuration & Development
- Perform or assist with system configuration activities
- Develop and maintain EMS-related functionality
- Support upgrade and enhancement efforts
Troubleshooting & Defect Resolution
- Diagnose technical issues
- Investigate defects
- Remediate problems identified throughout the project lifecycle
Technical Documentation
Prepare and maintain:
- Test plans
- Defect reports
- Configuration documentation
- Process documentation
- Technical implementation records
Onsite Support
Provide onsite support as needed for:
- Installations
- Testing cycles
- Cutovers
- Workshops
- Key project milestones
Customization Upgrades
Support upgrade and validation of custom applications to ensure:
- Compatibility
- Functional integrity
- Seamless integration with the upgraded EMS environment
Leadership Responsibilities

Knowledge Transfer
Act as the primary point of contact for:
- Knowledge transfer activities
- Documentation reviews
- Operational readiness
- Cross-team coordination
Quality Assurance Responsibilities
Structured Testing
Support testing activities throughout:
- Pre-FAT
- FAT
- SAT
- Additional validation phases
Ensure system stability and correctness following each upgrade iteration.
Comprehensive Test Planning
- Develop detailed test plans
- Execute testing strategies
- Lead testing activities
Quality Management Documentation
Assist in developing and maintaining:
- Quality Management Plans (QMP)
- QA standards
- Testing procedures
- Compliance documentation
Defect Management
- Identify defects
- Categorize issues
- Track remediation efforts
- Validate patches
- Perform regression testing
Testing Execution
- Execute test scenarios
- Validate expected outcomes
- Troubleshoot testing issues
Custom Application Testing
Develop and execute test plans for custom applications impacted by the EMS upgrade.
Reporting & Documentation
- Generate test reports
- Document findings
- Track testing progress
Risk Management
Identify technical risks and provide mitigation recommendations.
Requirements
The ideal candidate is a highly experienced OSI Monarch EMS Engineer with 5-10+ years of hands-on experience supporting, upgrading, and maintaining OSI Monarch Energy Management Systems (EMS).
The successful candidate will possess deep expertise in:
- OSI Monarch Test Tools
- EMS interface integrations including ICCP
- CAISO and/or other ISO/RTO market interfaces
- AspenTech service engagements and implementation projects
- Government-owned or public utility environments
- OpenAAR technology or the ability to rapidly become proficient, The EMS SME must demonstrate expertise across Technical, Leadership, and Quality Assurance disciplines.
Technical Skills
EMS / SCADA Domain Expertise
- Minimum 5 years SCADA experience required; 10+ years preferred
- Strong experience with OSI Monarch systems
- Hands-on experience supporting Electric Utility Control Center Operations
- Understanding of operational impacts of SCADA/EMS systems
- Knowledge of:
- Power system operations
- Real-time applications
- EMS architectures
- Experience with:
- Real-time databases
- ICCP
- Utility communications
- DNP3
- Modbus
- Familiarity with NERC CIP regulated environments
- Experience integrating CAISO or other ISO/RTO interfaces
- WEIM integration experience highly desirable
OSI Monarch Platform Expertise
Minimum 5 years hands-on experience supporting OSI Monarch architecture and applications, including:
- SCADA
- FEP
- GMS/EMS
- OpenHIS
- CHRONUS
- OpenCALC
- LocalIO
- OpenNet
- WEIM
- Maintenance Center
Must demonstrate hands-on proficiency with:
- A
- OpenNet
- State Estimation
- Contingency Analysis
Additional requirements:
- Successfully implemented at least one OSI Monarch upgrade within the last five years
- Expertise in Ambient Adjusted Ratings methodology and OpenAAR configuration, or ability to become proficient without formal training

- Hands-on FAT and SAT experience for EMS/SCADA systems
- Point-to-point validation experience involving:

- Field devices
- Data mappings
- Hands-on use of OSI Monarch test tools
- Ability to identify root causes and support remediation activities
