Requirements
- Extensive hands-on experience with enterprise-level application development using C#/.NET, Java Enterprise, or similar frameworks, specifically for building scalable web applications and services.
- Proven experience designing and implementing secure web services (REST, SOAP) and managing electronic data exchanges (XML, JSON) between disparate internal and external systems.
- Experience in developing, debugging, and modifying robust Unix/Linux shell scripts.
- Proven ability to act as a Technical Lead, including planning project roadmaps, organizing cross-departmental technical coordination, and managing developer resources across different project phases.
- Advanced knowledge of software architecture design patterns, Service-Oriented Architecture (SOA), and security best practices for protecting data-in-transit.
- Experience establishing and leading technical standards, including performing code reviews, mentoring developers, and collaborating with QA teams on complex integration testing.
- Technical skills such as programming in certain coding languages, platforms, domains and troubleshooting, web development and database management
- Expert troubleshooting skills in complex web environments, with the ability to resolve integration challenges between state systems and external brokers.
- Proficiency in creating high-level architectural artifacts, such as system diagrams, data flow models, and technical specifications to guide development.
Preferred:
- More than one type of RDBMS (DB2, SQL Server, Oracle)
- Previous experience implementing or working with NASWA SIDES (State Information Data Exchange System) exchanges and technical specifications
- Experience implementing Continuous Integration/Continuous Deployment (CI/CD) pipelines to streamline the deployment and testing of complex application architectures.
- Proficiency in designing and troubleshooting complex XML/SOAP and JSON/RESTful web services used in federal/state data exchanges.
- Experience in application development, software engineering principles, design patterns, architecture styles, and quality attributes
- Texas Workforce Commission experience
