Job description
Provide expertise and advise leadership in the development, planning, establishment, and implementation of EMBM programs to ensure alignment with operational requirements and Air Force standards.
-Oversee and manage EMBM Ready Aircrew Program (RAP), Programmed Flying Training (PFT), and Formal Training Unit (FTU) Initial Qualification Training (IQT) programs, ensuring compliance with Air Force directives and operational readiness objectives.
-In coordination with ACC TRSS Det 10, review and maintain the Master Training Lists for Initial Qualification Training (IQT), Mission Qualification Training (MQT), Requalification Training (RQT), Continuation Training (CT) programs, and certification programs, including Training Task Lists (TTL), syllabi, and courseware, utilizing Instructional System Development (ISD) practices and principles. Provide updated lists to leadership upon request.
-In coordination with ACC TRSS Det 10, review, prepare, and coordinate EMBM aircrew position-specific training syllabi for IQT, MQT, RQT, CT, and certifications. Conduct annual reviews and recommend risk mitigation strategies to address identified training risks.
-Develop metrics to assess the effectiveness of EMBM training programs annually, including IQT, MQT, RQT, CT, and certifications and provide periodic reports to leadership with recommendations for improvement.
-Identify and document requirements, deficiencies, and recommended solutions for EMBM aircrew training programs to address gaps in readiness and proficiency. Provide analysis of qualification/certifications timelines, flying hour requirements, and training program effectiveness.
-Analyze current and future EMBM capabilities, including baseline configurations and quick-reaction capabilities (QRC), to determine operational training requirements and develop solutions to address emerging needs.
-Assist Functional Area Managers (FAMs) in managing the Graduate Production Requirements process and coordinate with MAJCOM and Headquarters Air Force (HAF) counterparts to ensure training objectives are met.
-Coordinate with leadership and ACC/A3O to provide sourcing solutions for exercise planning and execution requirements, ensuring alignment with operational priorities.
-Provide recommendations for integrating emerging technologies and capabilities into EMBM training programs, including advanced training technologies such as virtual reality (VR) and simulation systems, to enhance aircrew proficiency, reduce training costs, and improve mission effectiveness.
-Advise leadership and recommend options to manage and improve EMBM processes, procedures, and doctrine; manning levels; efficiency and effectiveness; equipment capabilities; training requirements.
-Assist leadership and FAMS to provide management and coordination of EMBM scheduling, sourcing, and validation of forces for Combatant Commanders. Provide sourcing solutions for Joint and Service-specific EMBM exercise and test support requirements, including review and validation of requirements.
-Assist leadership to manage the EMBM readiness program. Utilize and manage readiness tools and processes such as Status of Resources and Training System (SORTS), Defense Readiness Reporting System (DRRS), Designed Operational Capability (DOC) Statements, Mission Capability (MISCAP) Statements, weapons system test support, and Joint In-Lieu-Of (ILO) requirements. Analyze readiness data provided by units to identify trends, gaps, and shortfalls, and develop actionable recommendations to address these issues.
-Assist leadership to facilitate Planning, Programming, Budgeting, and Execution (PPBE) and Program Objectives Memorandum (POM) duties while ensuring fiscal compliance and execution of programmed funding. Assist and advise branch leadership in the integration of requirements into the annual fiscal programs.
-Assist leadership in coordination, tracking, and management of ATO/ATC/ISA requirements for EMBM operations.
-Serve as the subject matter expert and primary point of contact for all administrative support program functions. Directly assist branch leadership in developing, establishing, implementing, and tracking branch administrative procedures. Analyze taskings, procedures, practices, and resources to ensure efficient and effective branch operations.
-Prepare and track branch taskings, consolidate required information, and make adjustments based on tasking system, affected branch manning, experience, training, and abilities. Provide quality control and final review of all taskings and administrative documents prior to dissemination to ensure accuracy, compliance, and professionalism.
Requirements
Experience as a USAF RC-135, EC-130, or EA-37B aircrew member or a comparable DoW equivalent within the last 8 years. (5 Years) OR Experience as a USAF Electronic Warfare/Electronic Attack (EW/EA) aircrew member or a comparable DoW equivalent within the last 8 years. (5 Years) OR Experience as an Air Operations Center (AOC) member with aircrew experience within the last 8 years. (5 Years) OR USAF Headquarters Staff (NAF, MAJCOM, or above) experience working with an Operations Weapon System or program within the last 5 years.
-Experience in Electromagnetic Spectrum Operations (EMSO), encompassing electronic warfare principles - Electronic Attack (EA), Electronic Protection (EP), and Electronic Support (ES) - as well as Joint Electromagnetic Spectrum Operations (JEMSO) doctrine and associated tactics, techniques, and procedures (TTPs). (4 Years)
-Functional Area Management (FAM) Experience: Experience with DCAPES, JOPES and updating Joint Capability Requirement Management (JCRM) with sourcing nominations. Completion of initial DCAPES Course preferred. (2 Years)
-Relevant experience as a project and/or program manager with demonstrated ability to perform as a senior level expert and serve as a senior project lead (4 Years)
-Experience working within a USAF Headquarters Staff environment at the NAF, MAJCOM, or above level, with experience producing decision documents, developing and presenting staff-level briefings, building staff packages, coordinating actions across staff directorates and major command elements, and interfacing with senior USAF leadership and external staffs (3 Years)
-Proficiency with Microsoft Office 365 applications and platforms, including but not limited to Word, Excel, Access, PowerPoint, Outlook, Teams, and SharePoint, with the ability to produce professional documents, briefings, data analyses, and collaborative workspaces in support of senior leadership, Self-motivated Ability to maintain an extreme sense of urgency in all interactions with the customer Exceptional email management and written communication skills Solution-oriented Ability to research, analyze, and create viable solutions Strong technical attitude and ability to quickly learn and apply technical knowledge Excellent troubleshooting and problem-solving skills Ability to multi-task
