Job description

We are hiring a Cloud Solutions Architect for our client in the Boston, MA, area. The person will support the planning, design, governance, implementation, modernization, and operational readiness of cloud, application, infrastructure, integration, data, and platform solutions across the Rural Health Transformation Program. The role translates business, program, security, privacy, integration, reporting, accessibility, and operational requirements into scalable, secure, compliant, cost-effective, and supportable solution designs., The Cloud Solutions Architect supports the RHTP senior leadership oversight model across RHTP Initiatives and Cross-Application Project Activities. The role ensures technology decisions are made through a reuse-first lens, prioritizing existing, enterprise, shared-service, platform, data, integration, reporting, contract, and vendor capabilities before recommending new solutions. This work supports practical delivery, reduced duplication, sustainable operations, and improved outcomes for rural health communities., Architecture Strategy, Reuse, and Portfolio Oversight

  • Provide technical architecture leadership and oversight for assigned RHTP Initiatives, Cross-Application Project Activities, and related implementation workstreams.
  • Develop and maintain cloud, application, infrastructure, integration, data, and platform architecture aligned with program goals, approved standards, security and privacy expectations, and operational needs.
  • Apply a reuse-first architecture approach by evaluating existing systems, shared services, enterprise capabilities, approved contracts, vendor-supported solutions, and reusable assets before recommending new approaches, while developing and promoting reusable architecture patterns, reference architectures, integration approaches, and technical frameworks for use across RHTP initiatives.
  • Partner with the Director of Solution Architecture, RHTP ACIO, Senior Technical Program Management, Senior Business Analysis, project managers, enterprise teams, vendors, and implementation partners to align architecture decisions across the RHTP portfolio.
  • Identify architecture risks, duplicative capabilities, dependencies, standards exceptions, vendor concerns, and implementation barriers, and provide leadership-ready options, assumptions, tradeoffs, cost considerations, risks, and recommendations to support governance and decision-making.
  • Promote architecture decisions that advance rural health community outcomes by supporting scalable, secure, interoperable, cost-effective, reusable, and sustainable technology capabilities.

Cloud, Application, Infrastructure, Integration, and Data Architecture

  • Design scalable, secure, reliable, cost-effective, and standards-based cloud solutions while supporting modernization, optimization, and technical planning for RHTP applications, infrastructure, integrations, data exchange, reporting, interoperability, analytics, telehealth, EMS, care coordination, AI-enabled workflow, and related technology initiatives.
  • Design and review AWS-based infrastructure architecture using services such as EC2, S3, RDS, IAM, WAF, CloudFront, ALB/NLB, CloudTrail, CloudWatch, Lambda, Fargate, API Gateway, ECS, and EKS, as applicable.
  • Support cloud networking, environment strategy, serverless design, containerization, microservices, event-driven architecture, service-oriented architecture, infrastructure-as-code, CI/CD, deployment automation, monitoring, logging, backup, and disaster recovery patterns.
  • Provide application, middleware, API, interface, data movement, interoperability, reporting, role-based access, and downstream system impact guidance for cloud-based, hybrid, SaaS, PaaS, enterprise application, telehealth, digital health, mobile application, remote patient monitoring, and care coordination solutions.
  • Evaluate data flows, reporting requirements, master data dependencies, and downstream system impacts to ensure consistency, quality, governance, and operational supportability across integrated solutions.
  • Review architecture involving Salesforce, MuleSoft, Tableau, Snowflake, GitHub, Oracle Identity Management, IBM DataPower, Oracle Service Bus, Java/J2EE, Tomcat, Apache, Spring-based middleware, and comparable enterprise technologies where applicable.
  • Document conceptual, logical, and technical architecture models, solution designs, integration views, environment diagrams, decision records, reuse analysis, risks, dependencies, and standards alignment materials.

Security, Privacy, Compliance, Identity, Risk, and Resiliency

  • Incorporate security, privacy, compliance, accessibility, identity, resiliency, disaster recovery, business continuity, monitoring, audit logging, and operational controls into architecture decisions.
  • Coordinate with our client’s CTO, CISO & Data Privacy Office, enterprise architecture, security, infrastructure, application, data, accessibility, and operations teams to ensure solutions comply with architecture standards, security and privacy controls, approved enterprise services, governance review expectations, and operational support requirements.
  • Define and review identity, aess management, authentication, authorization, privileged access, encryption, data protection, backup and recovery, logging, retention, and monitoring requirements while supporting risk assessments, control reviews, security and privacy documentation, remediation planning, standards exception reviews, and approval processes.
  • Identify risks related to availability, performance, configuration, vendor dependencies, data exposure, interoperability requirements, integration complexity, privacy impact, operational support, disaster recovery, and long-term maintainability.

Vendor, Procurement, Implementation, and Operational Readiness

  • Support procurement planning by confirming reuse-first analysis has been completed before new procurements are recommended, including review of available enterprise platforms, shared services, existing contracts, statewide capabilities, technical requirements, evaluation criteria, vendor questions, statements of work, and technical deliverables.
  • Participate in and review vendor-proposed solutions, technical walkthroughs, architecture, and integration reviews, responses, implementation plans, architecture diagrams, design specifications, configuration decisions, and deliverables for standards alignment, cloud readiness, security and privacy posture, integration feasibility, scalability, cost transparency, operational supportability, and release readiness activities.Â
  • Support project managers by identifying architecture tasks, technical dependencies, open decisions, vendor deliverable concerns, implementation risks, release impacts, readiness gaps, and escalation needs.
  • Support testing, deployment, migration cutover, issue triage, stabilization, knowledge transfer, operational handoff, and post-implementation review activities when required by approved project plans.

Documentation, Governance, Standards, and Architecture Artifacts

  • Maintain accurate, organized, version-controlled, and governance-ready architecture, integration, interface, and solution documentation that supports procurement, governance reviews, implementation planning, vendor onboarding, security and privacy review, testing, deployment, operational transition, audit readiness, and leadership decision-making.
  • Review, assess, and document interface specifications, integration requirements, system interactions, APIs, web services, file exchanges, interoperability solutions, source and target systems, integration patterns, message flows, data mappings, transformation requirements, validation rules, dependencies, operational ownership, and related technical artifacts to support architecture reviews, implementation planning, testing, deployment, operational readiness, governance, and knowledge transfer activities. Coordinate with RHTP IT Leadership, Solution Architecture, project managers, business analysts, enterprise teams, vendors, and operational stakeholders to ensure architecture materials are complete, current, accessible, and decision ready.

Requirements

  • Demonstrated experience as a Cloud Solutions Architect, Cloud Architect, Enterprise Solutions Architect, Application Architect, Technical Architect, Infrastructure Architect, or similar role supporting complex technology initiatives.
  • Five (5) to seven (7) years of experience in an enterprise architect, cloud architect, application architect, or technical architect role involving business applications, middleware, database technology, business intelligence, security technology, infrastructure, and architecture best practices.
  • Eight (8) to ten (10) years of overall IT experience working with relevant tools, applications, technologies, teams, vendors, and enterprise environments.
  • Experience designing, developing, or deploying applications and infrastructure in AWS using services such as EC2, S3, RDS, IAM, WAF, CloudFront, ALB/NLB, CloudTrail, CloudWatch, Lambda, Fargate, API Gateway, ECS, and EKS.
  • Experience with cloud networking, infrastructure-as-code tools such as CloudFormation or Terraform, CI/CD pipeline design, deployment automation, release support, and environment management.
  • Experience documenting technical architecture, application architecture, infrastructure architecture, integration architecture, technical design specifications, decision records, reuse analysis, and implementation-ready architecture artifacts.
  • Experience working with enterprise architects, middleware engineers, infrastructure teams, application teams, data architects, security architects, vendors, and strategic partners.
  • Strong understanding of modern enterprise architecture, cloud architecture, application frameworks, middleware, security architecture, disaster recovery, business continuity, and IT regulatory compliance.
  • Ability to evaluate complex technical options, identify risks and dependencies, and translate findings into clear recommendations for executive, business, technical, and vendor audiences.
  • Strong written, verbal, facilitation, and interpersonal communication skills, with ability to work in a matrixed environment with multiple priorities, deadlines, stakeholders, vendors, and cross-functional dependencies.
  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field, or equivalent work experience., * Experience supporting Medicaid, health and human services, rural health, public health, healthcare delivery, federally funded programs, government technology initiatives, or multi-agency public sector environments.
  • Familiarity with CMS MITA Standards, the EOHHS CTO SARM standard, CISO & Data Privacy Office expectations, EOTSS policies and standards, enterprise architecture frameworks such as TOGAF, cloud governance, application modernization, interoperability, enterprise services, and operational readiness standards.
  • Experience with Salesforce, MuleSoft, Tableau, Snowflake, GitHub, Oracle Identity Management, IBM DataPower, Oracle Service Bus, Java/J2EE, Tomcat, Apache, Spring-based middleware, or comparable enterprise technologies.
  • Experience with serverless architecture, microservices, containerization, API management, middleware platforms, health information exchange, interoperability solutions, data exchange, reporting platforms, analytics environments, cloud-native platforms, integration services, and healthcare data standards.
  • Experience supporting vendor-led implementations, managed service providers, system integrators, SaaS/PaaS solutions, cloud migration projects, or enterprise modernization initiatives.
  • Familiarity with ITIL, DevSecOps, service management, operational readiness, change management, release management, configuration management, and production support practices.
  • Relevant certifications such as AWS Solutions Architect, Azure Solutions Architect Expert, Google Professional Cloud Architect, TOGAF, ITIL, CISSP, CCSP, Salesforce, MuleSoft, or comparable cloud, architecture, security, or platform credentials.
