Job description
We are seeking a technically experienced Mission Applications (Mission Apps) System Owner with a strong background in system administration, software development, database management, and IT operations to lead the design, configuration, and lifecycle management of our enterprise Mission Applications suite. This is a hands-on technical role - not a policy or compliance-only position - requiring candidates who have directly administered servers, written and maintained code, managed patch cycles, and worked with relational databases in an operational environment.
The Mission Apps System Owner will serve as the technical authority and steward of a suite of security operations applications including a Records Management System (RMS), Computer Aided Dispatch (CAD), Mobile License Plate Recognition (LPR), and Automated Scheduling Software. The ideal candidate understands not only how to operate and configure these systems but how they work under the hood - including their database backends, integration points, APIs, and infrastructure dependencies. This person will ensure these platforms operate reliably, securely, and in support of mission-critical security operations.
What are Mission Applications?
Mission Applications are an integrated suite of software platforms that support the day-to-day functions of security operations. Together they enable:
- Records Management System (RMS) - Centralized creation, storage, retrieval, and management of security incident reports, case files, and operational records in compliance with federal and organizational policy.
- Computer Aided Dispatch (CAD) - Real-time dispatching and coordination of security personnel in response to incidents, service requests, and emergencies, providing operators with live unit status and incident tracking.
- Mobile License Plate Recognition (LPR) - Vehicle identification and alerting capability deployed on mobile security platforms, integrating with watchlists and records systems to support access control and threat detection.
- Automated Scheduling Software - Workforce management and scheduling automation for security personnel, supporting shift planning, coverage requirements, and operational reporting.
Managing this suite requires deep technical understanding of the underlying infrastructure, data flows, inter-system integrations, and application-level configurations - not just end-user operation of the platforms., * Own the strategic roadmap and lifecycle management of the Mission Applications suite across all operational sites and units.
- Administer the servers, operating systems, and infrastructure hosting the Mission Apps platforms, including patching, hardening, performance tuning, and availability management.
- Develop and maintain scripts and automation (Python, PowerShell, Bash, or similar) to support system operations, data processing, report generation, and integration workflows between Mission Apps platforms.
- Monitor database backends supporting RMS, CAD, LPR, and scheduling systems - including schema understanding, query writing, data integrity, performance optimization, and backup/recovery procedures.
- Own and execute patch management for all Mission Apps platforms and their underlying infrastructure in accordance with DoD STIG requirements and organizational patching schedules.
- Lead the configuration, testing, and optimization of application workflows, business rules, automated alerts, and reporting functions across the Mission Apps suite.
- Serve as the primary technical liaison between security operations, government leadership, IT, cybersecurity, and application vendors for all Mission Apps-related efforts.
- Develop and maintain technical documentation, SOPs, runbooks, and system architecture diagrams for all managed platforms.
- Conduct regular audits of system configuration, user access controls, audit logs, and data integrity across the Mission Apps suite in compliance with organizational and federal standards.
- Coordinate vendor relationships, software licensing, support contracts, and upgrade planning for all Mission Apps platforms.
- Support compliance with DoD/FISMA/NIST guidelines and contribute to RMF authorization efforts for all managed systems.
- Provide technical guidance and training to system users and junior administrators.
Requirements

- CompTIA Security+ (or higher DoD 8570-compliant certification)
- 3+ years of hands-on system administration experience (Windows Server and/or Linux) in an operational environment
- Demonstrated programming or scripting experience - candidates must be able to provide examples of scripts or tools they have personally written (Python, PowerShell, Bash, or similar)
- Working knowledge of relational databases (MySQL, PostgreSQL, MSSQL, or similar) including writing queries, understanding schemas, performing joins, and executing basic DBA tasks such as backups and user management
- Experience owning or executing a patch management program for servers or enterprise software platforms
- 5+ years of experience managing or administering mission-critical IT or operational software systems
- Experience with or strong understanding of one or more of the following application domains: Records Management, Computer Aided Dispatch, License Plate Recognition, or Workforce Scheduling software
- Demonstrated ability to configure, document, and test application workflows, business rules, and automated processes
- Strong technical documentation and communication skills, * Experience in federal, defense, law enforcement, or critical infrastructure environments
- Familiarity with NIST SP 800-53, RMF, FICAM, or DoD STIGs
- Experience with RMS or CAD platforms common to security or law enforcement operations (e.g., Motorola PremierOne, Tyler Technologies, Axon Records, or similar)
- Experience with LPR systems and watchlist integration (e.g., Genetec AutoVu, Vigilant, or similar)
- Experience with workforce management platforms (e.g., Kronos/UKG, OnSSI, or similar)
- Experience integrating applications via REST APIs, SOAP, XML, or vendor SDKs
- Experience with containerization, virtualization (VMware, Hyper-V), or cloud-adjacent infrastructure
- CompTIA Linux+, MCSA/MCSE, or equivalent system administration certification
- Project or product management experience related to enterprise software platforms

Candidates with backgrounds primarily in security policy, compliance, or ISSO functions without supporting hands-on technical experience in these areas will not meet the qualifications for this role.
