What you will be doing: The Department of Health (DOH) is seeking a dynamic, creative individual to fill a key Analyst/Programmer 4 position. As the Analyst Programmer 4, you will primarily utilize the Microsoft .NET technology stack and SQL Server. Your experience and responsibilities will include strong SQL Server skills, the ability to manage rapidly changing priorities, strong analytical skills, and outstanding written and oral communication skills. We are looking for a capable teammate willing to grow and learn as they meet the goals of our organization.

The Division of Departmental Support Services (DSS) provides financial, administrative, facilities, and technology services to the department., This position requires the use of the Alaska Public Safety Information Network (APSIN). A security clearance issued by the Department of Public Safety (DPS) is necessary to use APSIN. DPS will deny security clearance for any applicant who has been convicted of a felony or misdemeanor in this state or another jurisdiction or who may be a fugitive from justice. Additionally, security clearance will be withdrawn if DPS discovers that material information was falsified or omitted at the time of the initial application for security clearance. Requirements

Do you have experience in Technical Proficiency?, Do you have a Associate's degree?, The ideal candidate will possess some or all of the following position-specific competencies in addition to the minimum qualifications listed below:

  • Software Development: Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment.
  • Software Engineering: Knowledge of software engineering design and development methodologies, paradigms, and tools; the software life cycle; software reusability; and software reliability metrics.
  • Information Assurance: Knowledge of methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity.
  • Technical Expertise: Effectively applies technical knowledge to solve a range of problems; develops technical solutions to new or highly complex problems that cannot be solved using existing methods or approaches; is sought out as an expert to provide advice or solutions in the technical area.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately., Four years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty., A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.
