Job description

This position supports the Department of Homeland Security (DHS) U.S. Customs and Border Protection (CBP) Cargo Systems Program Directorate (CSPD) in the design, development, and sustainment of the CTPAT and Trade Compliance (TC) Portal front-end interfaces. We are seeking an experienced Frontend Developer with deep Angular expertise to lead the delivery of accessible, mission-aligned user interfaces that serve CBP field officers, trade compliance specialists, and international supply chain partners. The successful candidate will build and maintain Angular 14+ components using Angular Material and TypeScript, write comprehensive Karma-based test suites, and ensure all front-end interfaces meet Section 508 and WCAG 2.0 accessibility requirements mandated for federal applications. This role directly addresses a critical Angular front-end skill gap on the CTPAT delivery team and is essential to sustaining rapid feature delivery through CBP-directed Agile sprints. The candidate will collaborate closely with back-end Java developers, UX designers, government stakeholders, and the ISSO to deliver user-tested, secure, and compliant portal capabilities aligned with CTPAT's Phase 2 and Phase 3 development roadmap., * Design, develop, and maintain Angular 14+ front-end components and modules for the CTPAT Portal and Trade Compliance Portal

  • Implement pixel-perfect, accessible UI components using Angular Material, ensuring Section 508 and WCAG 2.0 compliance across all government user personas
  • Write robust unit and integration tests using Karma and Jasmine, maintaining 80%+ code coverage per CBP quality standards
  • Integrate Angular front-end modules with Java/Spring Boot RESTful APIs, ensuring reliable, responsive data flows across CTPAT workflows
  • Collaborate with UX designers and government stakeholders to translate wireframes, user stories, and acceptance criteria into production-quality front-end features
  • Implement and maintain TypeScript-based application logic, enforcing type safety, modularity, and Angular best practices across the codebase
  • Support CI/CD pipeline integration for front-end builds, including linting, test automation, SonarQube code quality gates, and Harness deployment stages
  • Participate in sprint ceremonies including planning, backlog grooming, demos, and retrospectives in the CBP Agile development environment
  • Support continuous user-testing and HCD feedback loops to ensure delivered portal interfaces solve CBP officer and trade partner mission needs
  • Contribute to remediation of front-end Section 508 audit findings and accessibility defects identified through automated scanning and manual review

Requirements

Client requires U.S. citizenship and the ability to obtain and maintain a Public Trust position. All personnel must successfully complete a CBP Background Investigation (BI). Candidates with an active CBP BI, DoD Top Secret, or another DHS component clearance will be strongly prioritized for immediate mission readiness., * Bachelor's degree in Computer Science, Information Technology, Web Development, or related field

  • 5+ years of experience in front-end or UI development with a demonstrated focus on Angular frameworks
  • Expert-level proficiency in Angular 14+ for building enterprise-grade, accessible government portal interfaces
  • Extensive experience with Angular Material component library for design-system-aligned, Section 508-compliant UI development
  • Strong TypeScript proficiency for type-safe, maintainable front-end application development
  • Proficiency in Karma for front-end unit and integration testing of Angular components, services, and application logic
  • Experience writing and maintaining automated test suites achieving 80%+ code coverage per CBP quality standards
  • Demonstrated ability to build responsive, accessible web interfaces compliant with Section 508 and WCAG 2.0 standards
  • Experience consuming RESTful APIs and integrating Angular front-ends with Java/Spring Boot back-end services
  • Experience working in an Agile team environment using Jira, Confluence, or similar CBP ALM tooling
  • Familiarity with CI/CD tools and pipelines (e.g., GitLab CI, Harness) for front-end build, test, and deployment automation
  • Strong written and verbal communication skills; ability to collaborate with UX designers, back-end developers, and government stakeholders, * Familiarity with Human-Centered Design (HCD) principles and experience contributing to user research, prototyping, or usability testing
  • Experience developing UI components for federal government portal applications such as trade, law enforcement, or regulatory platforms
  • Exposure to CBP-specific tooling including GitLab, Harness, SonarQube, or OWASP scanning integrated into front-end pipelines
  • Familiarity with application monitoring tools such as Dynatrace, Splunk, or Kibana for front-end performance tracking
  • Experience with RxJS, NgRx, or other Angular state management and reactive programming patterns
  • Awareness of federal Section 508 compliance testing tools and audit processes
  • Experience using AI-code assist tools such as Google Gemini and Antigravity for increased productivity, * Front-end development: 5 years (Required)
