Job description

Under the direction of the Information Technology Manager I in the Business Management Branch of the Division of Information Technology (DIT), the IT Supervisor II is responsible for day-to-day operations of the Web Support unit, which provides web development, technical facilitation, compliance, maintenance and support services to the State and Regional Board programs' public-facing websites, intranet sites, digital outreach and engagement platforms, web applications, and cloud-based enterprise collaboration platforms and environments., Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract.   • Experience leading a cross-functional team covering one or more digital strategy-related disciplines (web development, enterprise collaboration, user experience, content strategy, information management, technical facilitation, project-based modernization, governance and compliance, outreach and engagement, etc.)
  • Exceptional written and verbal communication skills, able to take complex, technical information and distill it into actionable, plain language for a variety of audiences
  • Experience with a variety of monitoring and reporting platforms (site performance, user engagement/behavior, security, privacy, accessibility, etc.)
  • Experience with client-side web languages/frameworks, scripting languages, databases (e.g. Bootstrap, React.js, Vue.js, jQuery, JavaScript, PHP, Python, Ruby, R, MySQL/MySQLi, Python, etc.)
  • Experience with one or more aspects of digital accessibility compliance (technical assessment and remediation, awareness and instruction of staff, monitoring and reporting, static vs. interactive/dynamic assets, voluntary product accessibility template (VPAT) assessment and submission, etc.)
  • Administrative experience with enterprise collaboration platforms (Microsoft SharePoint, Power Automate, Power BI, other Power Platform applications, etc.)
  • In-depth knowledge of Section 508 of the Rehabilitation Act of 1973; California Government Code 7405; California Government Code 11546.7; W3C's Web Content Accessibility Guidelines (WCAG) and its respective success criteria
  • Experience with enterprise information management (management, classification, and validation of structured vs. unstructured data, principles of information architecture, governance and compliance, etc.)
  • Experience engaging and coordinating with multiple groups/affiliates on collaborative projects
  • Experience supporting creative webpage redesign efforts from conception through completion including requirements gathering, development of wireframes, content strategy, implementation, testing and validation
  • Ability to work independently and lead effectively with multiple priorities under a variety of timeframes and deadlines, A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate's ability to present information clearly and concisely in writing.   3. Please describe your experience leading, supervising, or managing a team (whether in an official or informal lead capacity) through either day-to-day operations, a long-term major project/initiative, or both.
  4. Please describe your experience with professional communication (both written and verbal) relating to large-scale modernization efforts, long-term projects, or a particular subject matter in which you provided training/onboarding/awareness for the agency.
