Job description

ABC is seeking an experienced independent contractor to set up and maintain a secure, self-hosted REDCap data system in a HIPAA-eligible AWS environment for a maternal health program. This is a contract engagement tied to a federal grant (contingent on award), front-loaded in the first year for setup with lighter ongoing maintenance across a four-year project period. You will be the technical owner of a system that houses participant-level maternal and infant health data (protected health information) and supports program evaluation and federal reporting.

This is a right-sized role for a single REDCap instance - not a large enterprise infrastructure. We need someone who can stand up a secure, compliant, well-documented system and keep it running reliably.

What you'll do:

  • Provision and configure a HIPAA-eligible AWS environment under a Business Associate Addendum (BAA), using HIPAA-eligible services such as EC2, S3, and RDS (MySQL/MariaDB)
  • Install, configure, and maintain REDCap on a Linux server (web server, database, PHP, email components)
  • Configure encryption at rest and in transit, role-based access controls, multi-factor authentication, audit logging, and automated daily backups consistent with the HIPAA Security Rule
  • Build REDCap longitudinal data-collection instruments and a data dictionary across multiple participant time points
  • Automate routine backups and maintenance using Bash or Python scripting
  • Patch and update the system; monitor security; conduct periodic access reviews; support incident-response and breach-notification procedures
  • Configure de-identified, limited-dataset, and safe-harbor data exports for reporting to a federal Coordinating Center
  • Support secure partner data intake under Data Use Agreements (e.g., clinical outcome fields)
  • Provide basic technical support and documentation for program staff

Requirements

Do you have experience in System maintenance?, * Demonstrated experience administering REDCap (longitudinal project design, instrument building, user management, data exports)

  • Demonstrated experience deploying and securing applications in AWS, including HIPAA-eligible service configuration (EC2, S3, RDS), encryption, IAM/access controls, and logging
  • Linux server administration experience (LAMP/LEMP-type stack)
  • Working knowledge of HIPAA Security and Privacy Rule requirements, including de-identification methods
  • Scripting for automation (Bash and/or Python)
  • Experience with secure backup, recovery, and system maintenance
  • Ability to work independently and maintain clear documentation

Nice to have:

  • Experience with health, research, or public health data systems (maternal/child health a plus)
  • Familiarity with federal grant data reporting, evaluation frameworks (e.g., RE-AIM), and IRB/human-subjects requirements
  • Relevant certifications (e.g., AWS Certified Solutions Architect or Security), Submit your qualifications, relevant experience, and a proposed rate or cost proposal. This is a 1099 independent contractor engagement contingent on grant award; the contractor provides their own equipment, insurance, and taxes. ABC procures through fair and open competition.
