The Senior PeopleSoft HCM Time & Labor Lead Analyst provides highly advanced functional configuration, technical support, and consultative services for a statewide Enterprise Resource Planning (ERP) platform (PeopleSoft HCM version 9.2). This leadership-oriented role oversees the Time and Labor (T&L) module, implements Fluid timesheet functionalities, manages database configurations and developer tools (Application Designer, Integration Broker), and coordinates statewide batch operations and fiscal year-end processes., Time & Labor Module & Configuration Support
- Serve as the primary functional subject matter expert for the Time and Labor (T&L) module, overseeing production support, configuration, and business process improvements.
- Manage and implement Fluid timesheet configurations, gathering requirements, designing system setups, administering security roles, and facilitating training and change management.
- Configure T&L module elements, including TRCs, Programs, Workgroups, ORCs, Task Profiles, Task Groups, Schedules, Value Lists, Security Groups, and complex Rule Definitions.
Technical Tools, Batch Operations, & Lifecycle Management
- Utilize PeopleSoft development tools, including Application Designer (records, fields, pages, components) and Integration Broker (REST/SOAP web services), to manage system data structures.
- Track, execute, monitor, and optimize T&L batch schedules to proactively respond to failures, tune performance, and manage dependencies.
- Apply lifecycle management and selective adoption processes using support tools such as PeopleSoft Update Manager (PUM), Change Assistant, Elasticsearch, and data comparison reports.
- Custom-build and modify enterprise reports using SQR, BI Publisher, SQL queries, and SAP Business Objects.
Cross-Functional Collaboration & Support
- Provide advanced Level 2 Service Desk support, resolving complex issues, executing basic system configurations, and documenting solutions in coordination with Tier 3 managed services.
- Drive functional design phases by authoring and reviewing Functional Design Documents (FDDs) and leveraging standard features like Page and Field Configurator, Drop Zones, and Event Mapping.
- Facilitate cross-functional communications across multiple agencies to resolve incidents, gather requirements, synchronize ticketing systems, and manage legacy system dependencies.
- Deliver structured training, documentation, and technical cross-training to support functional users and mentor junior analyst staff.
Governance, Compliance, & Project Coordination
- Coordinate major statewide projects, including module expansions, legislative changes, and recurring processes such as calendar/fiscal year-end (1095-C creation, sick leave conversions, and emergency leave reporting).
- Ensure system data, configurations, and digital content comply with security frameworks, multi-tenancy rules, and WCAG 2.1 accessibility standards.
- Align all service activities with ITIL principles, participating in Disaster Recovery tests, Major Incident Management (MIM) protocols, and annual SOC-1 attestation audits.
Requirements
- 15 or more years of experience performing system configuration changes and aligning developments with public sector administrative policies.
- 15 or more years of hands-on experience utilizing PeopleSoft developer and reporting tools, including Application Designer, Integration Broker, SQL/SQR scripts, BI Publisher, and SAP Business Objects.
- 12 or more years of experience applying security best practices, NIST standards, and multi-tenancy configurations within an enterprise environment.
- 10 or more years of public sector experience directly supporting a large network of 30 or more state government agencies.
- 10 or more years of experience creating and managing enterprise-level strategic roadmaps, combining functional insight with project management and T&L module support in PeopleSoft HCM.
- 10 or more years of experience managing workload schedules, batch operations, PUM, Fluid UI navigation, and Elasticsearch.
- 10 or more years of experience managing Tier 2 Service Desk support, Major Incident Management (MIM) processes for P1/P2 incidents, and disaster recovery exercises.
- 10 or more years of experience coordinating audit responses, open records requests, vendor contract management, and executing SQL scripts to synchronize legacy databases.
- 8 or more years of experience preparing WCAG 2.1-compliant materials and digital content.
- 7 or more years of experience coordinating fiscal year-end processing and loading emergency leave reporting data.
- 5 or more years of experience as a subject matter expert in PeopleSoft Fluid timesheet design, configuration, and support.
- 3 or more years of experience utilizing ITIL principles and practices for IT service management (ITSM).
Preferred Qualifications
- 10 or more years of experience with and knowledge of production support activities for legacy statewide financial systems.
