Job description

This position is located within the Office of the Chief Information Officer (OCIO) and serves as the Agency’s senior Information Technology Specialist for Library Services, Knowledge Management, Digital Research Technologies, and AI-Enabled Research Support. The incumbent serves as the principal technical authority responsible for establishing, maintaining, and advancing the digital research infrastructure necessary to support the Agency’s mission and strategic objectives., As a Information Technology Specialist (Library & Research Services) (AI Specialist), GS-2210-14, your typical work assignments may include:

  • Designing, engineering, and optimizing advanced AI prompts to conduct sophisticated legal, policy, technical, and historical research while developing enterprise-level standard operating procedures and internal best practices for research staff.
  • Advising attorneys and executives on search strategy, database selection, and authoritative sourcing, while ensuring all research outputs meet rigorous legal citation and documentation standards.
  • Providing expert troubleshooting and high-level system support for all digital library services and ensuring that disparate research platforms and discovery layers are interoperable.
  • Recommending improvements to workflows, content management, and information discovery, ensuring the library’s digital portfolio evolves in alignment with modern technological trends and Agency strategic goals.
  • Designing and delivering Agency-wide training programs and providing strategic briefings and expert advice to executives, attorneys, and technical staff., As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period, or 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest.

Requirements

Do you have experience in User training (technical support)?, The ideal candidate for the Information Technology Specialist (Library & Research Services) (AI Specialist) is a highly skilled and forward-thinking research and technology professional who excels in complex, multidomain information environments. The candidate works independently with minimal supervision and executes projects requiring novel approaches or interpretation of policy. While working independently the ideal candidate manages complex, multivalent projects over long periods of time with intermediate benchmarks and shifting deadlines. The candidate is a proactive problem-solver who stays ahead of emerging technologies and brings strong customer-service orientation. Excellent communication and interpersonal skills to train others with confidence, and demonstrate the professional maturity, initiative, and judgment expected of a senior technical authority; and is committed to excellence, innovation, and public service.

BASIC EDUCATIONAL REQUIREMENT: Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations., Experience designing, engineering, and/or optimizing advanced prompts for generative Artificial Intelligence research tools within legal, policy, or technical research environments., Applicants must have one year of specialized experience, equivalent to the GS-13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Information Technology Specialist (Library & Research Services) (AI Specialist) at the GS-14 grade level.

Specialized experience includes:

  • Experience conducting legal and/or policy research using electronic research systems such as Westlaw, Bloomberg BNA, HeinOnline or equivalent; and
  • Experience managing digital and integrated library systems, electronic legal research databases, and/or enterprise knowledge repositories to develop or enhance cross-platform information retrieval capabilities; and
  • Experience implementing advanced technologies, such as generative AI tools, to modernize research workflows and improve digital information accessibility; and
  • Experience developing instructional materials and training to provide user support and trouble shoot complex system issues., * Attention to Detail
