Job description
This position is located at Bureau of the Fiscal Service, Enterprise Planning Performance, and Evaluation Division. The incumbent’s responsibilities include completing program evaluations, studies, briefings, and reports to support funding requests, program changes, and performance improvement efforts., The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Support the evaluation planning process by updating the learning agenda and annual evaluation plan to identify and set priorities for evaluations.
- Design studies, including formulating research, evaluation, or analysis questions, project objectives, hypotheses, data collection and measurement (qualitative and quantitative) strategies, and rigorous approaches for testing hypotheses.
- Coordinate with and provide support and assistance on design, conduct, interpretation, and use of research/evaluation, performance management, and analyses to Fiscal Service, its business areas, Treasury, and other federal, state, and local entities.
- Serve as liaison with research/evaluation, policy, and practitioner experts, public sector leaders, and other stakeholders to obtain input on broad research/evaluation directions and specific projects, and to promote understanding of study findings as well as bureau issues, programs, policies, and populations.
- Interpret data and findings to inform the development of agency initiatives, policies, and practices.
- Prepare papers to convey and interpret study findings for use by other professionals, including papers for presentation at professional meetings., * Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into “Continuous Vetting.” Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one’s employment with Treasury. The successful candidate will also be enrolled into FBI’s Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. For more information about individual rights, Noncriminal Justice Applicant’s Privacy Rights - FBI, FD-258 Privacy Act Statement - FBI, and SEAD-3-Reporting-U.pdf (dni.gov)., For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as the following:
- Leading colleagues in the planning and design of program evaluations; AND
- Implementing program evaluations, including performing qualitative and quantitative analyses of programs and policies to draw conclusions to improve programs and policies; AND
- Developing presentations and briefings to present program evaluation results and recommendations.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as the following:
- Conducting program evaluations that includes the planning, design, implementation, or reporting of evaluation studies to improve programs and policies; AND- Conducting qualitative and quantitative analyses of programs and policies; AND- Documenting results of research, evaluations, or analyses in written documents., You will be evaluated for this position based on how well you meet the qualifications and eligibility requirements described in this announcement. This announcement uses the Rule of Many, a numerical ranking process under which eligible applicants receive a numeric score based on the assessment process for the position. Only applicants who are eligible for veterans’ preference receive 5- or 10-point veterans’ preference points, which are added to passing scores, as applicable. Do you have experience in Supervising experience?, Do you have a Master’s degree?, * Must successfully complete a background investigation. Periodic re-investigation is required no later than five years after selection and at least every succeeding five years., The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. - Conducting qualitative and quantitative analyses to draw conclusions or make recommendations; AND
- Developing data visualizations to summarize qualitative or quantitative analyses in a clear and well-organized manner.
OR You may qualify with a Master’s or equivalent graduate degree. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education., Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree in behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field, A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
