Job description

Blue Rose Consulting Group, Inc. (Blue Rose) is seeking a motivated Change Management and Training Analyst to support a federal client in driving successful organizational change, workforce readiness, and user adoption through effective training, communications, and performance support solutions within a secure federal environment.

In this role, you will support the Change Management and Training Lead by designing and delivering engaging training programs, developing performance support resources, and coordinating change management initiatives that help end users successfully adopt new systems and business processes. Working closely with technical teams, stakeholders, and program leadership, you will contribute to enterprise transformation efforts that improve operational effectiveness and mission success.

What You’ll Do

As a Change Management and Training Analyst, you will:

  • Support the Change Management and Training Lead in planning, coordinating, and executing organizational change initiatives
  • Assist with work planning, scheduling, and delivery of change management activities
  • Support stakeholder engagement, communications, and change readiness efforts across the program
  • Conduct gap analysis and identify opportunities for process improvement and user adoption
  • Track project metrics, training effectiveness, and change management activities while supporting reporting requirements
  • Design, develop, and deliver instructor-led training sessions for end users
  • Create self-paced learning content, performance support materials, and knowledge management resources using tools such as Adobe Captivate
  • Coordinate pilot activities, resource allocation, and training logistics for change initiatives
  • Collaborate with technical teams and stakeholders to support successful implementation of new systems and processes
  • Support organizational planning and delivery of change-related projects

Schedule & Shift Details

  • Full-time (40 hours/week)
  • Remote work with on-site support in the Washington, DC area approximately once per week, * Help drive user adoption and organizational readiness through innovative training, communications, and performance support solutions
  • Collaborate with experienced change management, technical, and program teams in a secure environment
  • Build expertise supporting enterprise change management, instructional design, and federal technology modernization initiatives

Requirements

  • U.S. Citizenship required
  • Active Secret Clearance required
  • Minimum of 0-2 years experience with Adobe Captivate
  • Minimum of 0-2 years experience designing and delivering Instructor-Led Training (ILT)
  • Minimum of 0-2 years experience developing application training and performance support materials
  • Experience supporting organizational change management (OCM), stakeholder engagement, or change communications initiatives
  • Experience creating training materials, job aids, or knowledge management resources
  • Strong organizational, analytical, and project coordination skills
  • Effective written, verbal, and presentation skills
  • Ability to collaborate effectively with technical teams, business stakeholders, and end users, * Experience supporting organizational change management (OCM) initiatives within federal or regulated environments
  • Familiarity with change management frameworks such as Prosci or ADKAR
  • Experience developing eLearning, self-paced training, or digital learning content
  • Experience performing training needs analysis or supporting change impact assessments
  • Experience coordinating user adoption, training pilots, or organizational readiness activities
  • Experience using SharePoint, Microsoft 365, Teams, or similar collaboration platforms
  • Familiarity with adult learning principles and instructional design best practices
