The Idaho Transportation Department is hiring a Roadway Data Program Manager and Statewide Subject Matter Expert (SME) to join our Traffic Monitoring Equipment, Data Collection, and Analysis team located in Headquarters Boise, ID .

This pivotal leadership role leads an integrated team of data collection and analysis researchers to provide a host of traffic data-related products. These deliverables provide key data to planners, safety analysts, engineers, external agencies, and the public. This program, while located at headquarters, is a statewide effort that examines the usage of all public roads across the state of Idaho.

EXAMPLE OF DUTIES

  • Program Management: Manage the data collection and analysis staff in ensuring that deliverable deadlines are met.
  • Strategic Implementation: Develop and manage a strategic plan that continually modernizes equipment and analysis tools.
  • Data-Driven Decision-Making: Compile and analyze data to identify program needs, develop lifecycle plans, and perform long-term evaluations to ensure program effectiveness.
  • Training & Development: Assess training needs across all customers (both ITD and non-ITD), and ensure the resources are available and maintained.
  • Quality Assurance: Review program criteria regularly to maintain and improve best practice standards.
  • Stakeholder Engagement: Communicate regularly with stakeholders across districts, provide status updates, and facilitate collaboration to ensure statewide consistency.
  • Budget Oversight: Assist in developing, approving, and monitoring program budgets and expenditures.
  • Leadership & Expertise: Serve as the statewide SME for traffic monitoring, representing ITD in meetings, work groups, and conferences.
  • Public Speaking: Deliver presentations to the Idaho Transportation Board and other external agencies regarding traffic monitoring program developments and progress.
  • Supervisory Responsibilities: Ten employees report to this position, which requires being able to manage the roles and responsibilities of both office and field personnel.
  • Public Outreach: Work with local jurisdictions and the public, * Evaluating and disseminating information to various stakeholders
  • Reviewing and implementing commission, state, and federal laws governing industry to ensure compliance
  • Conducting fact-finding interviews and interpreting statistical and narrative data
  • Preparing oral and written reports on the findings and recommendations of studies
  • Using spreadsheet software (such as Excel, Statistica, SPSS, SAS) to perform data analysis and generate reports
  • Using data warehouse query tools (such as Business Objects or Micro Strategies) to access and analyze data
  • Making oral presentations
  • Providing expert testimony before a Commission or legal proceeding
  • Analyzing administrative processes and IT architectural design
  • Identifying and resolving complex system-related problems for end users and vendors

Some knowledge of:

  • Budget practices (cost/benefit analysis and budget setting)

Good knowledge of:

  • Survey methods and basic statistics used to collect and interpret data
  • Applying project management principles to plan, implement, and administer industry projects

Considerable knowledge:

  • Records Management and Facilities Management Programs
  • Maintaining a risk register and risk management plans

Requirements

Experience:

  • Providing technical expertise or managing a major program.

Some knowledge of:

  • Management practices.

MINIMUM QUALIFICATION SPECIALTIES (MQ Specialties)

Experience:

  • Analyzing data and preparing written reports about findings
  • Writing technical reports
  • Developing and presenting training programs
  • Supervising staff, * Proven experience in traffic monitoring and/or data collection and analysis methodologies.
  • Strong analytical and problem-solving skills.
  • Demonstrated ability to manage complex programs and coordinate across multiple teams.
  • Excellent written and verbal communication skills, including experience with public speaking and training development.
  • Knowledge of current transportation technologies, strategic planning, and quality assurance practices.
