Job description
The Application Developer (KC) will customize and maintain the KC open-source software systems, research administration processes, including budgeting, cost sharing, and award management in the KC system. Proficiency in the Java Programming Language is required., * Troubleshoot and resolve program bugs as reported in the NPS JIRA issue tracking system.
- Write unit and component tests to help ensure code changes made to one portion of the KC application do not break other portions of that application. The contractor shall implement CI/CD for KC using GitLab.
- Commit new and modified code to the NPS KC Git repository (version control system for tracking changes in computer files), as applicable, when code is ready for testing/deployment. Provide status updates to align goals with the COR and the KC Functional Team monthly.
- Prepare program documentation within the application code for all new and modified code. Create monthly reports that provide update on status, work completed, work in progress, short term goals, and other relevant project information.
- Troubleshoot and resolve security updates and authentication methods within the KC application as required by Cybersecurity scans and directives. Periodic updates of Java library dependencies will be required.
- Design and code enhancements to KC as specified in the NPS JIRA (Atlassian software) issue tracking system.
- Complete any final modifications to Award and Award Budget, including bug fixes, and functionality changes after review and testing by the functional team.
- Respond to any pending bug fixes or code change requests found during testing of Proposal Development Document, Proposal Budget, Institutional Proposal, Award, Award Budget, and Time & Money.
- Design and code reports and data pulls per the specifications from the NPS KC Functional Team. Train the KC Functional Team on how to use the KC software so that the KC Functional Team can then train KC users at NPS.
- Review and compare application documentation with functional team training documentation for accuracy.
- Make periodic customizations to the graphical user interface (GUI) design, in coordination with the KC functional team, to maximize both functionality and aesthetics, seamlessly incorporating the latest software enhancements whenever technically feasible.
- Design and code a solution to ingest and integrate 10-15 years of legacy system (MS Access) research data.
- Design and code a solution to integrate a compliance-based document repository submission and approval workflow process and management dashboard
- Design and code a solution to integrate an alignment and categorization committee approval workflow process and management dashboard
Requirements
- Five (5) years’ Java Programming Language experience.
- Four (4) years’ experience with enterprise-scale web application development, Struts, OJB, Eclipse or IntelliJ (either is satisfactory), Ant, Tomcat, JUnit, log4j, Quartz, Linux, Apache, and Oracle SQL.
- Four (4) years’ experience working with XML, WSDL, SOAP, and RESTful web services.
- Four (4) years’ experience using common Apache frameworks for Java development.
- Four (4) years’ experience with coding HTML, CSS, JSP, JSTL, and JavaScript for multiple browser platforms and operating systems.
- Four (4) years’ experience with Spring IOC and AOP.
- Four (4) years’ experience with ORM concepts and JPA in particular.
- Four (4) years’ experience programming solutions for Kuali Coeus
- Three (3) years’ experience with SVN or Git, and Maven.
- Three (3) years’ experience with service-oriented architecture (SOA), test-driven development (TDD).

One (1) year experience using JIRA issue tracking system (used by industry for bug tracking, issue tracking, and project management).
- At a minimum, each employee must be a US citizen and have a favorably completed NACLC or T3 or T3R equivalent investigation to obtain a favorable determination for assignment to a non-critical sensitive or IT-II position. The investigation consists of a standard NAC and a FBI fingerprint check plus law enforcement checks and credit check.*
