Job description

The Stakeholder Relationship Manager serves as the primary liaison between business, clinical, operational, and technical stakeholders for a healthcare application evaluation project that will ultimately support integration with MHS GENESIS and JOMIS., Stakeholder Engagement & Relationship Management

  • Develop and maintain strong working relationships with clinical, operational, technical, and executive stakeholders.
  • Serve as the primary point of contact for stakeholder communications throughout the project lifecycle.
  • Identify stakeholder priorities, concerns, dependencies, and expectations.
  • Establish stakeholder engagement strategies that promote collaboration and informed decision-making.
  • Build consensus among diverse stakeholder groups with competing priorities and perspectives.
  • Ensure stakeholders remain informed of project objectives, milestones, risks, and decisions.

Technical Facilitation & Coordination

  • Facilitate technical discussions between business stakeholders, healthcare subject matter experts, solution vendors, architects, cybersecurity teams, and integration specialists.
  • Lead workshops, working sessions, requirements reviews, architecture discussions, and solution evaluation meetings.
  • Translate technical concepts into language understandable by non-technical audiences.
  • Translate business and clinical requirements into technical considerations for evaluation teams.
  • Document decisions, action items, assumptions, risks, and technical dependencies arising from stakeholder engagements.
  • Ensure technical discussions remain focused on project objectives, interoperability requirements, and business outcomes., * Coordinate stakeholder participation in application demonstrations, proof-of-concept activities, usability assessments, and evaluation workshops.
  • Gather and validate functional, technical, clinical, operational, and reporting requirements.
  • Support development of evaluation criteria and stakeholder scoring methodologies.
  • Facilitate stakeholder review and approval of evaluation findings and recommendations.
  • Ensure stakeholder feedback is appropriately captured, analyzed, and incorporated into project decisions., * Support stakeholder engagement activities related to future integration with MHS GENESIS and JOMIS.
  • Coordinate discussions regarding:
  • Data exchange requirements
  • Workflow integration
  • Clinical interoperability needs
  • User access and identity management considerations
  • Reporting and analytics requirements
  • Operational impacts of integration activities
  • Facilitate communication between enterprise architects, integration teams, healthcare users, and leadership.
  • Ensure stakeholder concerns and requirements are reflected in integration planning activities.

Communication & Change Management

  • Develop stakeholder communication plans and engagement strategies.
  • Create executive briefings, stakeholder presentations, meeting summaries, and project communications.
  • Support organizational change management activities related to solution evaluation and adoption.
  • Manage stakeholder concerns and resistance through proactive communication and engagement.
  • Promote transparency and collaboration across all participating organizations., * Support governance boards and steering committees by preparing stakeholder impact assessments and decision-support materials.
  • Facilitate stakeholder review and endorsement of project deliverables.
  • Maintain stakeholder registers, communication logs, and engagement metrics.
  • Escalate unresolved stakeholder issues and conflicts to project leadership when necessary.

Requirements

  • Bachelor’s degree in Business Administration, Healthcare Administration, Information Systems, Communications, Public Administration, Healthcare Informatics, or a related field.
  • 7+ years of experience in stakeholder management, business relationship management, project coordination, business analysis, or healthcare transformation initiatives.
  • Experience working on healthcare technology, enterprise software, or systems integration projects.
  • Experience supporting the DHA or similar federal health agency
  • Demonstrated ability to facilitate meetings involving technical and non-technical audiences.
  • Strong verbal, written, and presentation communication skills.
  • Experience gathering and documenting business, clinical, and technical requirements.
  • Ability to navigate complex organizational structures and build consensus among diverse stakeholder groups., * Experience supporting healthcare IT programs, electronic health record implementations, or clinical systems modernization initiatives.
  • Familiarity with MHS GENESIS and military healthcare workflows.
  • Knowledge of JOMIS objectives and operational medicine environments.
  • Understanding of healthcare interoperability concepts and standards, including:
  • HL7
  • FHIR
  • DICOM
  • IHE
  • Experience facilitating architecture reviews, integration planning sessions, or technical working groups.
  • Knowledge of healthcare privacy, security, and compliance requirements.
  • Experience supporting government, defense, or large healthcare enterprise programs.
